It was confirmed that LH was secretly searching for a candidate for a new housing site in the metropolitan area when an employee of the Korea Land and Housing Corporation (LH), who was suspected of speculation, first purchased the land in Gwangmyeong and Siheung, Gyeonggi Province. It is pointed out that the LH employee first knew the internal government and bought my land as a strong candidate.

According to the LH audit report on the 4th and government officials, from around July 2017, LH turned a document titled “Strict management of security and media coverage in accordance with the promotion of new candidate sites” to the relevant departments. It is a message to be cautious about the leakage of information related to the new housing site, and at this time, the work on the candidate site review began. In particular, LH’s capabilities were focused on finding possible development sites in the western part of the metropolitan area. In March 2018, a design drawing of the Wonheung district in Goyang-si, Gyeonggi-do, located in the western part of the metropolitan area, was completed and used in consultation with the outside world. At that time, the Gwangmyeong and Siheung districts, along with the Wonheung district, were mentioned as representative residential sites in the western region.

Afterwards, in September 2018, the government officially formulated the designation of a new city through a supply plan of 300,000 units in the metropolitan area. Until before, the fact that large-scale housing sites at the new city level were being reviewed was shared only within LH. LH employee A, who bought the land in Gwangmyeong and Siheung districts in April 2018, purchased the land again in February 2020, two years later, under the joint name of six other people. An official from the real estate industry said, “With the information that LH is looking for housing in the western part of the metropolitan area, it would have been possible to buy the promising areas of Gwangmyeong and Siheung.
