This “compelling reason” can first of all be professional. In fact, employers can issue certificates for their employees to justify a trip. In addition, the Minister of the Interior raised the case of professions “which require mobility, such as truck drivers”. “A lawyer who must go to plead,” added the Prime Minister.

Furthermore, a “compelling reason” can also be familial. Christophe Castaner evokes the case of mourning or helping to bring “to a vulnerable person”. But going to a second home, a vacation rental, or simply visiting a loved one does not fall into this category.

This measure is justified by limiting the spread of the virus, in the words of Edouard Philippe this Thursday. “We want to avoid overly massive intermingling of populations,” he said.

This Thursday, the government unveiled the new deconfinement map, with four regions still classified in “red”: Ile-de-France, Hauts-de-France, Grand Est and Bourgogne-Franche-Comté, as well as the department of Mayotte .
