The Central Bank (BCRA) replaced the mechanism by which the people who receive the benefits granted to victims of state violence, can access dollars without paying the Country Tax and be able to turn them outside. Thus, the regulatory body except from the payment of that solidarity tax of 30% (created to tax and discourage the purchase of dollars) descendants of disappeared persons and persons who have received compensation for being recognized as victims of the State Argentinian.
From the organism, they indicated that the norm reaches beneficiaries residing abroad and seeks to secure payments to those who today have residence outside the country since they had problems doing so due to the latest restrictions. Only the amount of the compensation or fees may be converted into dollars, in case it is being paid in this way.
The decision – which ironically in the networks is called “Carlotto dollar” by opponents of the government sectors- was communicated through Communication “A” 7052, circular seeking to correct distortions or problems generated by regulations that the exchange market adds weekly.
It refers to the so-called Remedial laws for victims of State terrorism (24,043, 24,411 and 25,914 and concordant) to which enables you to transfer dollars to an account abroad at the official exchange rate, that is to say, without paying having to pay the 30% that the Government called “solidarity”.
The modification incorporates as point 3.12.6. of the Ordered Text on the rules of “Foreign and changes” to the “transfers to bank accounts abroad of human persons who received funds in the country associated with the benefits granted by the National State within the framework of Laws 24.043, 24.411 and 25,914 and concordant “.
