UAE Emiratisation Law: Small Firms Required to Employ UAE Nationals – New 2024 Regulations

Abu Dhabi: In the UAE, the naturalization law for small firms is in effect. From January 2024, the law will require at least one UAE national to be employed by small and medium enterprises with 20 to 49 employees. Emiratisation is to be followed in 14 selected occupational sectors.

More than 12,000 companies with 20-49 employees are operating in the country. Officials estimate that these companies can provide employment to 12,000 people by employing at least one citizen. In 2025, these institutions should hire one more Swadeshi.

From January 2025, an institution will be charged AED 96,000 if there is a shortage of one resident. Those who do not hire one more native in 2025 will have to pay a fine of Dh1,08,000 in January 2026. Institutions are allowed to pay this amount in installments.

  • The ministry has issued a statement requesting the concerned institutions to fulfill the Emiratization targets quickly and avoid waiting till the end of the year. The Ministry of Human Resources and Emiratization assesses that all these sectors are subject to rapid growth and have the potential to provide employment opportunities and a conducive working environment.

    New indigenization targets for 2025 and 2026 have already been announced. The Ministry of Human Resources and Emiratization is taking steps to implement the decision taken by the UAE Cabinet in this regard.

    By 2026, the country’s private sector must have at least 10 percent indigenous workers. The Emiratization Regulations were released in 2022 to achieve this goal in a phased manner. According to this, two percent indigenization was announced in 2022. The requirement is four percent in 2023, six percent in 2024 and eight percent in 2025. In this way, the target of 2026 will be achieved by raising it by two percent every year.

    Each year’s goal is divided into two phases. This ratio is one percent indigenization every six months. Firms that do not meet the 2024 targets will be fined from January 2025 onwards.
