The spirit of article 24 has been smashed by dishonest people who have made political and ideological calculations by playing clumsiness, ignorance and current political amateurism.

Does this mean that power bends in the face of public opinion?

Totally. There is a reluctance of the new political world which is very attentive to what is happening on social networks.
