They set conditions for the importation of vaccines by private – Health


Through a draft resolution that was expected last week, the Ministry of Health fixed what would be the conditions for the private sectors can negotiate, acquire and import into Colombian territory vaccines against covid-19, once the comment period has passed and the document is firm.

In the resolution, the Ministry of Health establishes, firstly, that the Vaccines to import must have a Sanitary Authorization for Emergency Use (Asue) of the National Institute of Food and Drug Surveillance (Invima), in accordance with the provisions of Decree 1787 of 2020.

In addition, employers who wish to participate in the process must ensure that the application of the vaccines It is done in clinics and hospitals or in spaces other than those that have the vaccination service enabled, but it must be recorded that this process will not affect the execution of the National Vaccination Plan (PNV), through which the State is immunizing the citizens.

Likewise, private parties must guarantee the necessary conditions for the preservation of vaccines, have an all-risk policy on the purchased product that covers biologicals and that the application procedure complies with the guidelines established by the Ministry of Health for each type of vaccine.

The private parties will have to assume not only the import and biological costs, but also the application costs and the responsibilities derived from it; as well as guaranteeing the prior and individual completion of the informed consent; and establish the procedure, register and assume the costs of the registration of people vaccinated with imported biologics in the Paiweb 2.0 platform”Says the draft resolution.

Among other caveats, it is clarified that private parties will not be able to use the operational capacity of service providers that the National Vaccination PlanInstead, they must use an extended and alternate network to the existing one. And, on the other hand, the places where the vaccine is to be applied must be duly authorized by the departmental and district health secretariats or the entities that fulfill their functions.

The departments and districts, within the framework of their powers, will monitor compliance with the storage conditions, as well as the requirements for their distribution and application.”Says the document.

It is also established that this process must be carried out at no cost to the beneficiaries of its application, which absolutely prevents people from purchasing doses as individuals.

In the event of adverse events, these must be attended to and covered by their respective insurers.

Finally, it is indicated that the private sector will not be able to purchase vaccines above the prices resulting from the centralized negotiations of the Government.
