The general director of Citizen Security, Traffic and Roads of San Francisco del Rincón, Hugo César Romero Rodríguez, during a press conference with the media, pointed out that in the face of the violent events where a gunshot wounded man was murdered in the hospital, A meeting was held with Civil Protection and Red Cross commanders, where various agreements were reached, which could not be made public because they will guarantee that there are no leaks of information between the operation provided in said events.

“What we do take into consideration is ensuring that these services are guaranteed, that there are areas where they can work safely and support people who require it, specifically in high-impact events,” Hugo César commented. Rosemary.

The director of the Police declared that there was no protocol of events in question to the monitoring of ambulances and others, since it is not feasible to attend to an event like this; given that attention must be guaranteed and priority given to medical care for a person injured by a firearm or any other type of injury.

He added that one of the mandatory protocols for the Municipal Police is to maintain and protect the area of ​​the scene of the events, so that the Prosecutor’s Office and the authorities in charge of taking knowledge of said event, their safety is guaranteed.

“What we established right now is a more in-depth and detailed coordination between the Red Cross commanders to guarantee that the service they do is done safely,” said the general director of citizen security, traffic and roads.

Juan Carlos Ángel, Secretary of the local Board of Directors of the Red Cross in San Francisco del Rincón, commented that since the incident occurred at the time of treating the shot, they have never stopped providing services to the population, which for 67 years have never been discontinued.

Despite the statements about the lack of provision of services in high-impact events, he pointed out that they continue to offer their services in a normal way until society allows them, in coordination with Public Security.

The representative assured that in his instance they do have an intervention protocol at the international and state level, when one of these events takes place, which is complemented when the area at the scene of the events is safe, that is to say with the presence of police and other authorities.

“The internal security guidelines of hospitals have to be strengthened and reinforced to prevent the entry of outsiders or that threaten people’s lives, but it will be in a second moment,” said Romero Rodríguez.

Finally, the director himself said that ambulances are not given custodial care, due to the inconvenience of the risk of becoming the target of an armed attack.

“Unfortunately, here it was at the moment when the ambulance was descending due to the rush to transfer the injured person, he had to go quickly to the hospital and he did not wait for a patrol, what we are doing is monitoring those times and having the police presence when the descents are made in the hospitals”, said Hugo César.

In this regard, Juan Carlos said that if a police officer guards the ambulance inside, he runs the risk of becoming the target of an attack, which is why police custody is not even requested in his international protocol.

“However, the international protocol of the Red Cross for safer access does not state that you have to be accompanied by a patrol, because it also victimizes you and makes you a target of attack,” said Carlos Ángel.
