424 MPs voted for the adoption of the law on the special protection of certain gaseous fuel consumers in 2023 in relation to the gas market situation, no one opposed and 16 abstained. The bill will now go to the Senate.
“The cost of compensation for the application of the maximum price and distribution tariffs of gaseous fuels for some consumers of gaseous fuels will amount to approximately PLN 29 billion, while the remaining costs of PLN 2 billion will be related to the changes carbon additive– the results of the Regulatory Impact Assessment (RIA) on the draft law.
The estimated number of households that will be entitled to a VAT refund will be approximately 300,000. The cost of this repayment is estimated at around 1 billion zlotys. It was determined on the basis of the maximum price for gaseous fuel of PLN 200.17/MWh, with an estimated consumption of natural gas in 2023 by consumers amounting to a total of 65 TWh.
It was assumed that the average cost of gaseous fuel incurred by energy companies involved in the sale of gaseous fuels to customers covered by tariff protection amounts to approximately 615 PLN/MWh.
As indicated in the AIR, the balance of the impact on the public finance sector will amount to PLN 28,613.9 million in 2023 and PLN 3,307.9 million in 2024. The transfer of part of the expenditure to 2024 results from the settlement dates resulting from the project – justified .
In addition, in connection with the new tasks provided by law for the chairman of the Energy Regulatory Office, the project provides for the allocation of additional funds for the performance of these tasks in the total amount of PLN 21.512 million in the years 2023-2032 .
