The private sector is preparing to switch to compulsory health insurance

After a transitional phase that lasted for years, the switch of employees from the private sector to the AMO (compulsory health insurance) scheme managed by the CNSS (National Social Security Fund) is more relevant than ever, reports Today Morocco in its delivery this Friday.

It should be remembered that at the beginning of this year, the CNSS and health professionals had signed several agreements relating to the revision of the national reference pricing (TNR) of several AMO services. It should be noted that the signing of said agreements will allow CNSS policyholders to be better reimbursed thanks to this revaluation of the TNR of certain medical acts.

Today Morocco explains that in concrete terms, the reimbursement rate will rise to 80%, i.e. a level practically similar to the rates offered by private insurance companies, adding that the new project linked to the generalization of AMO for all citizens will have to accelerate the process and end a rather bizarre situation.

“In fact, each declared private employee automatically contributes to the AMO scheme without however benefiting from the scheme since a large part of the workers still have medical coverage provided by a private insurance company”, adds the daily, making note that this situation is the result of a transitional phase provided for by law 65-00 on the code for basic medical coverage.

It should be noted that article 114 stipulates that “on a transitional basis, and for a renewable period of five years, from the date of publication of the regulatory decrees of this law, public or private bodies which, in this date, provide their employees with optional medical coverage, either by means of group contracts with insurance companies, or with mutuals, or through internal funds, may continue to provide this coverage, subject to providing proof of the existence of this coverage to the CNSS or the CNOPS, as the case may be, and this, according to the terms and conditions set by regulation ”. Today Morocco indicates that in this context, coverage must apply to all employees, including employees newly recruited during the transition period, as well as, where applicable, pensioners already benefiting from this coverage.

It should be noted that at the end of this period, the aforementioned employers are required to enroll and register their employees and, where applicable, pensioners who have benefited from the aforementioned coverage, to the pension scheme. basic compulsory health insurance managed by the CNSS or the CNOPS, as the case may be. “It remains to know the government proposal to insurance companies in case the switch to AMO is recorded in the coming months.
