He believes that new cyber crimes present four major characteristics. First, compared with traditional text message and phone call fraud, the targets of online fraud are more precise. Second, “cyber robbery” abandons the time and space limitations of traditional robbery crimes. The target of robbery has also become “computing power” and “traffic”, and hijacking key information to demand money, such as ransomware viruses.

Qi Xiangdong believes that many gateway operators currently have three shortcomings in network security protection: First, the network security protection system is not well constructed and cannot achieve full coverage of security capabilities, and there are still “blind spots” in protection; The reason is that network and data security control is relatively loose, incidents are not handled in a timely manner, and after suspicious behavior is discovered, network attackers are allowed to “activate freely” within the system; third, the emphasis on network security is not high, and some government and enterprise institutions do not pay much attention to security protection. He suggested that in order to ensure “zero accidents” in digital systems, police agencies should improve network security capabilities from five aspects: first, integrate the endogenous security system of defense in depth into the construction of the police system; second, build a solid data chain across the entire chain.
