The head of the insurance company was to cover the doctor’s scams. When he learned he was guilty, he collapsed

In view of the extensive list of facts which forms part of the operative part of the judgment, the judge divided its promulgation into two days. On Wednesday, Cibulka was found guilty and the next day, when the accused was to find out, among other things, the amount of his sentence, but he did not reach the court, saying that according to his lawyer, he was hospitalized in hospital due to a sudden medical condition. And since he did not give his consent for the judgment to be delivered in his absence, the proceedings had to be adjourned indefinitely.

The problem, however, is that Kantor is coming to an end at the Pilsen court today, and the case should get another judge to a new hearing and decision. This is a very large case, and Kantor had to study the file for several months.

According to the public prosecutor, Cibulka handed over to the private surgeon Zbyšek Urban the personal data of some of the insured persons, for whom the doctor showed fictitious medical procedures from 2005 to 2012. “The defendant promised the doctor that the inspection of his medical facility would be purely formal,” said the public prosecutor.

According to the indictment, services were charged for a total of tens of millions of crowns, and the investigators estimated the damage at 55 million.

According to Urban, he regularly bribed Cibulka for this, with the money he carried in his envelope. At first, one hundred thousand crowns once in a quarter of a year, and later it was doubled every month. In addition, he paid him eight hundred thousand luxury holidays, donated him an apartment, paid for the production of a kitchen or a double bed, and also presented him with bottles of luxury alcohol.

Urban’s prosecution was later stopped by the court because he had died in the meantime. Onion denied guilt from the beginning. “I didn’t know anything about cheating. I did not accept any envelopes with money or other property payments from Dr. Urban, “said Cibulka, who is a former police officer and headed the insurance company’s branch for almost twenty years. He defended himself by saying that he could not influence the control activities of medical examiners. “It simply came to my notice then. The plan of inspections was approved at the headquarters in Prague, “said Cibulka.

He only admitted that he had one Urban’s apartment in Pilsen written on it in the cadastre. It is said that Urban allegedly asked him to do so because he was to divorce and did not want the apartment to be part of the property settlement with his wife. “I didn’t use it, nor did I have the keys to it,” Cibulka said.
