POTENZA – Minister of Health Roberto Speranza today signed together with the Minister of University and Research Gaetano Manfredi, the President of the Basilicata Region Vito Bardi and the Rector of the University of Basilicata Aurelia Sole the Program Agreement for the establishment of the Master of Science in Medicine and Surgery of the University of Basilicata.
«It was a great thrill to sign the program agreement to establish the Faculty of Medicine at the University of Basilicata. Knowledge and Health are the two fundamental public goods from which we must start again, “said Health Minister Roberto Speranza. “The protocol signed today together with the Minister of Health Speranza that establishes the Master’s Degree course in Medicine and Surgery at the University of Basilicata represents a great opportunity to relaunch the Region and the entire Mezzogiorno. The agreement is part of the plan to strengthen national level of university education on which we are working intensely.The investment in young people, offering them the opportunity to study in their own country, is an important sign of hope for the future, even more after the emergency from which we are struggling. The Degree Course in Medicine will also offer the possibility of creating a higher quality medical and assistance facility for the benefit of the entire citizenship “, said the Minister of University and Research, Gaetano Manfredi.
“Investing in research and higher education for our young people is a fundamental element for the revitalization of regional growth,” said the director of the University of Basilicata Aurelia Sole. “We always think of young people, it is a goal that we must have and I think that the creation of this university is certainly a long-term goal ».
“It is an important day, the creation of a medical faculty in our region will be a stimulus for our young people to stay on our territory, an important starting point, stimulating at a particular moment in social life throughout the country”, he declared the governor of Basilicata Vito Bardi.
For the project, the government has fielded 15 million euros in three years which are added to the resources provided by the Region.

BARDI’S WORDS – «The signing of this agreement in Rome today puts an end to the expectations of many young people who want to stay in Basilicata to start these studies. Today is an historic achievement that we wanted to achieve all together with a considerable effort also in economic terms ». The President of the Basilicata Region, Vito Bardi, said this – according to the press release of the Lucanian Council – on the sidelines of the agreement for the establishment of the master’s degree course in Medicine and Surgery also signed by the rector of the University of the studies of Basilicata, Aurelia Sole, by the Minister of University and Scientific Research, Gaetano Manfredi, and by the Minister of Health, Roberto Speranza.
The Lucanian governor then stressed that “too many words have been wasted in Basilicata around the possibility of establishing this degree course in our region as well. Just one year after our inauguration, the degree course in medicine becomes reality, testifying the commitment of the entire regional government to transform ideas into concrete facts ».
“This is – added Bardi – the best answer to those who, even in the last few weeks, have raised doubts about the outcome of our conversation. The Basilicata Region has made available three million euros for the first year and four million euros for the following years for the period of validity and in addition to the 12-year Region / University Plan 2012-2024, sums that add to the ten million euros per year already allocated under this Plan. The course will start with the next academic year, but – he concluded – I believe that already today the University, together with all the actors involved, must already work to have high profile teachers capable of qualifying the training offer and integrate it with the regional health service, paving the way for a new season of medicine and health in Basilicata ».

The press release also specifies that “in order to support the operating costs relating to the start of the master’s degree course in Medicine and Surgery, the Ministry of University and Research undertakes to assign a financial contribution to the University for the three-year period 2021-2023 equal to two million euro per year “and that” in order to implement health research as well as the modernization of the technological health center related to the start of the Faculty of Medicine, the Ministry of Health undertakes, subject to evaluation and approval of an investment plan, to assign to the University, for the three-year period 2021-2023, an amount equal to three million euros per year “.
With the aim of “monitoring the implementation of the agreement and the time course for the establishment of the course, it was decided – it is written in the note released by the Lucanian Regional Council – to set up at the Ministry of University and Research a special Committee made up of five members, four of which designated by each of the parties to the agreement, and by a President appointed by the Ministry of University and Research ».
