The environmental assessment makes the claimed bridge between the Port and Canet almost impossible

Among «both legal and environmental conditions» detected by the different organizations and included in the scope document of the strategic environmental and territorial study to which Levante-EMV has had access, the «possible incompatibilities» urban planning, landscape, with green infrastructure, stand out. with the mount of public utility of the banks of the Palància or with the hydraulic public domain.

Thus and before pointing out a dozen issues that should be corrected in the proposal so that it could advance in its processing, several of the organizations that have been consulted about this special plan for urban insertion of the new bridge between the Port de Sagunt and Canet point out that the study of alternatives should be expanded, “evaluating a solution whose starting premise is the improvement of existing infrastructures”, in reference to the existing connections on the CV-3201, between the San José neighborhood and the school Les Palmeres.

This is stated by the regional service of Green Landscape Infrastructure, which is committed to “prioritizing the rehabilitation, renovation and regeneration of the river banks, including landscape restoration, giving preference to sustainable mobility solutions that promote non-motorized transport” . The Forest Planning and Management service also points out the convenience of not adding a new infrastructure, which would mean “the definitive loss of the forest values ​​of the portion of public forest land.”

As if these pronouncements were not enough, even more forceful is the Júcar Hydrographic Confederation (CHJ): “All land belonging to the public hydraulic domain is inalienable, imprescriptible and unattachable and therefore cannot be occupied by action.”

In addition, the 5-meter-wide easement zone “must be kept clear for public use,” while the 100-meter police zone is subject to authorization from the CHJ itself. Another condition has to do with the preferential flow zone, where “vulnerable activities against avenues or activities that involve a significant reduction in drainage capacity cannot be authorized.”

But far from ending the obstacles here, another comes from an alleged ally such as the Canet d’en Berenguer City Council, which in 2018 gave the green light to Sagunt’s proposal, but when responding to the consultation of the special plan « it does not seem that there is a total consensus between the two ”, as stated in the strategic environmental assessment process. Canet questions both the effect on the tree-lined areas of the riverbed and the pedestrian and cycling path below.

2004 project

Thus and while this new bridge is moving away, it should be remembered that the first proposal to unite these two nuclei came from the Ministry of the Environment, which already proposed in 2004 a platform of 755 meters in length that allowed to save the river delta. This project was later discarded, but not because of its environmental effects, but because of its high cost.

High priority project pending since 2002

One of the improvements that the Generalitat demands for the special urban insertion plan of the new bridge between the Port and Canet d’en Berenguer is that it take into account the “structural action” planned since 2002 in the Territorial Action Plan of a sectoral nature on prevention of Flood Risk in the Valencian Community (Patricova). According to this file, the Júcar Hydrographic Confederation (CHJ) has pending execution of the works for the “channeling in the final stretch of the Palancia River”, which almost two decades ago was classified as “high priority” and was budgeted at 11.5 million euros with the aim of “protecting Canet and the Port of Sagunto from overflowing the Palancia river in the area of ​​its mouth”. According to the CHJ, these works have already been carried out, at least in part, during the environmental adaptation works.
