In the section “Los Secretos de Darcy” on La FM it was reported that the case of the Peñas Blancas building reveals a “revolving door”

On Avenida Circunvalar with Calle 81, in Bogotá, the Peñas Blancas building was erected by the Escalar construction company, a company that, according to its website, began this 43,885-square-meter housing project on December 1, 2006 and completed it on December 1, 2006. March 2011.

Since the beginning of this year, there have been several complaints made by the co-owners, in different media, ensuring that the facade of the residential complex of 66 apartments, mounted on white limestone, is falling and that there is no response from from the construction company.

The inhabitants of this housing complex, cataloged in stratum 6 and considered one of the most luxurious in the Los Rosales neighborhood, already exhausted from making claims without receiving a satisfactory answer, hired the lawyer and former Superintendent of Industry and Commerce, Pablo Felipe Robledo, to start a legal process.

Robledo has already spoken with different media giving two forceful statements: the first is that he literally said “the facade is melting”; and the second is that the cost of the arrangement amounts to the sum of $ 10,000 million, an amount that the owners of the apartments are collecting with extraordinary fees.

“The builders put up their faces to sell, they boast of their prestige, but when things go wrong they hide their wallets to respond,” Robledo said in an interview with Bluradio.

In that same interview, he added: “It is a gigantic facade, built in white limestone that was pessimally designed and built. For quite some time the facade has been melting, it has been falling. The tiles on the facade are falling because they are poorly glued. The stones they are embombán. Today a good part of the building is without being able to use “.

This is how EL PENÁS BLANCAS BUILDING reported to Constructora ESCALAR, one of the falls and detachment of an important part of the facade in October 2016, emphasizing the danger to the inhabitants of the Building, especially children, which did not matter to the construction company. pic.twitter.com/SSS8jLWbws

Once it was revealed that Robledo will be the one who represents the co-owners of the Peñas Blancas building, in the section “Los Secretos de Darcy” on La FM two compelling aspects of the case were revealed.

The first of them is that Robledo could be associated with what is called a “revolving door”, since he himself received this case during his tenure as Superintendent of Industry and Commerce in 2018.

Specifically, the section “The Secrets of Darcy” announced: “Several of the officials of the Superintendency of Industry and Commerce (SIC) who learned about the demand of the co-owners of the Peñas Blancas building, were appointed by Pablo Felipe Robledo during his administration and today some work in his law firm. This is the case of Felipe García Pineda, who was Deputy Superintendent for Jurisdictional Affairs, which was the same delegation in which the Peñas Blancas case was brought forward. “

The second thing that was announced in that section of La FM, is that regarding that “revolving door” there is a group of co-owners who do not agree that Robledo is the one who defends the co-ownership since the former superintendent was already aware of the investigation.

That is why some “hired the renowned lawyer Jaime Lombana to sue the co-ownership for initiating and continuing a process failed in two instances (by the Superintendency and the Superior Court of Bogotá) in favor of the Escalar construction company, but they continued with the A fight that has meant a huge detriment to their property for the owners. Several apartments have lost tenants due to the armed mess, “they said in” Darcy’s Secrets on La FM.

The Escalar construction company is owned by businessmen Juan Rodríguez and Héctor Uribe.

Although they have not expressed their position in front of the media, the Escalar construction company alleged in this case that the structure is undamaged and that the legal guarantee of one year for finishes had already expired when they filed the claim.

However, according to an article by El Espectador dated July 21 of this year, it revealed that the Colombian Society of Engineers issued a technical concept to the co-owners on June 28, determining that the damage to the facade of Peñas Blancas corresponds essentially to “ constructive deficiencies ”. They pointed out “flaws in the geometric design” and found that it is not a quality problem in the materials.

That outlet also reported that the co-owners filed an additional complaint in 2019 with the Bogotá Habitat Secretariat, which has already opened an administrative investigation into the Peñas Blancas case.
