State Secretary’s reply to asylum nuisance: a ‘time-out’ | Inland

The VVD minister expects to be able to tackle wheel turners with the cooling-off period. “The nuisance provider will then receive minimal provisions, but will still be provided with shelter and the most important necessities of life. The Central Agency for the Reception of Asylum Seekers (COA) will ensure that every asylum seekers center is given a time-out place, ”writes Broekers-Knol.

Aggression and violence

According to the state secretary, such a time-out can be imposed ‘after an incident with a major impact, such as aggression and violence against COA employees or other AZC residents’. The nuisance provider is then moved to ‘a sober space’. Moreover, no living money will be paid for a while. The wheel turner is then ‘supported in kind’, according to the writing, and additional security can be deployed.

After the cooling off period, the nuisance provider can return to the asylum seekers center, unless transfer is required. For asylum seekers who systematically misbehave, there is a special reception location with a stricter regime. In addition, criminal law is used if applicable.

Increase in asylum nuisance

Asylum nuisance has got completely out of hand recently. More than a thousand more suspected crimes were registered in 2019 than the previous year, an increase of 27 percent. Most cases involved shoplifting, but serious crimes such as attempted murder and rape were also more common.

The vast majority of all registered suspects come from safe countries, such as Algeria and Morocco. Foreign nationals from these countries have virtually no chance of asylum, but do cause the most problems. In total, about sixty percent of asylum seekers who are caught by the police come from a safe country. Things also go wrong more often in asylum seekers’ centers. The number of incidents there has doubled in the past five years.
