In the “voting arena” on the limitation initiative it was again: “All against the SVP”. In rare unanimity, the SP (Cédric Wermuth), an FDP federal councilor (Karin Keller-Sutter) and Economiesuisse (Monika Rühl) fought side by side against the initiative. Moderator Sandro Brotz compared them with just as many SVP representatives. In the first line stood Magdalena Martullo-Blocher and campaign manager Marcel Dettling.

At the beginning of the show, Cédric Wermuth apologized for his dark circles. He spent most of the night on the hospital emergency. Fortunately, his younger daughter’s accident at the pool had a minor outcome. To the address of the SVP he said: “She was treated excellently by a German doctor. If you now want to substantially reduce migration in this country, then you have to look parents like me in the eye and say that then there would be no Swiss doctor. Keller-Sutter warns of a deep crisis

Martullo-Blocher, who threw around a lot of statistics, did not let that sit on her: “We did not talk about a substantial reduction,” she said. It is not about the 20 percent of immigrants for whom there is actually no domestic workforce. “We’re talking about the others who don’t go to the shortage areas. We don’t want there to be no more doctors. ” The doctors are a bad example anyway because of the Numerus Clausus: “We no longer train,” said Martullo.

With its initiative, the SVP demands that the free movement of persons with the EU be terminated by negotiation within 12 months. If this does not succeed, the Federal Council must terminate the agreement. Federal Councilor Keller-Sutter warned several times against a yes on September 27. In this case, the other six contracts of bilateral treaties I would automatically cease to exist due to the guillotine clause – and Switzerland, as an export nation, would lose easy access to the EU market. According to the Justice Minister, this would cause additional damage in the current corona crisis. “The clause in the contract was not a wish of Switzerland when it was signed.” But it is just a reality.

Switzerland as a “concrete desert”

When asked whether she wanted a 10 million Switzerland, the Federal Councilor said: “That is not desirable, of course not.” But it needs foreign workers in Switzerland. In some areas, for example in the health sector, but also in agriculture or in gastronomy, there are sometimes too few workers in Germany. These are also jobs that the Swiss don’t like to do. But one expects the economy to first look around in the home country.

Marcel Dettling, in turn, criticized the fact that you no longer decide yourself who comes to the country. Social welfare is at the limit, and youth unemployment is a record high. With the planned bridging pension for the unemployed over 60 years of age, their own people would be disposed of. The opponents of the initiative simply let the “steamroller of immigration” in. “In a few years, Switzerland will be a concrete desert.”

As a result, Martullo-Blocher and Wermuth fell into each other’s hair. The latter said the main aim of the initiative was to abolish the accompanying measures. These are intended to prevent local wages from coming under pressure. Martullo-Blocher vehemently rejected this. In Ticino you can see that the accompanying measures are of no use, as wages have nevertheless slipped. Operation Libero with Co-President Laura Zimmermann was also present. She pointed out that, conversely, Swiss people also benefit from the free movement of people when they settle in the EU.

Despite the bitter discussion with arguments that are now well known, there was also something to smile about. Moderator Sandro Brotz subtly referred to former Federal Councilor Christoph Blocher, with whose name the fight against immigration is linked. His daughter continues the fight with him. Martullo-Blocher shook his head in disbelief. “I would have been surprised if they hadn’t added something about the father,” she said. Moderator Brotz acknowledged it with a mischievous laugh.

On September 27, 2020, Switzerland will vote on the SVP’s Limitation Initiative (BGI) after the May vote fell through due to the corona pandemic. The initiative requires Switzerland to be able to control immigration autonomously again. If the initiative is accepted, Switzerland should abolish the free movement of persons with the EU by negotiation within one year. If this does not succeed, the agreement on the free movement of persons should be terminated.

On February 9, 2014, the people accepted the SVP’s mass immigration initiative, which wanted to curb immigration with maximum numbers and quotas. There was a long hiccup about the implementation. Ultimately, only one job registration requirement was decided. The SVP then launched the BGI. The Federal Council, the cantons, trade unions and business associations speak out against the initiative.

The Agreement on the Free Movement of Persons (FZA) with the EU came into force on June 1, 2002. It allows Swiss nationals to live, work and study in any EU member state, and the same applies to EU citizens with regard to Switzerland. The Agreement on the Free Movement of Persons is one of seven bilateral agreements negotiated as a package between Switzerland and the EU. Five bilateral I agreements ensure mutual market access for Switzerland and the EU: the agreements on technical barriers to trade, public procurement, agriculture, and land and air transport. The research agreement regulates Switzerland’s participation in EU research programs. The FZA is legally linked to the other six bilateral agreements: If it is terminated, the other agreements automatically expire six months later (guillotine clause).
