“Sloppiness, negligence, obsession,” – this is how Mikhail Mishustin described the situation with the construction of a new hospital in Petropavlovsk-Kamchatsky, which turned out to be the second point on the prime minister’s Far Eastern route. The clinic has been promised to people since 2011, but in ten years they have not made much progress – unlike Chukotka, they have not found their own Abramovich for Kamchatka. Now Mishustin promises to take the construction site under his personal control.

Kamchatka met Mikhail Mishustin without fish. Although scientists this year promised fishermen an unprecedented catch, nature again showed who is the real owner in this region. The salmon did not arrive at the appointed time: instead of the predicted 80 thousand tons, only 14 thousand tons were caught on the eastern coast of Kamchatka, which was the worst indicator in a decade. While experts argue about what exactly caused the failure of the fishing season (some sin on too cold water that scared away salmon and pink salmon, others, on the contrary, on too warm), fishing companies are counting the losses. Due to the additional expenses associated with the coronavirus (at the request of Rospotrebnadzor, shift workers had to do tests) and the credits they earned, counting on a large jackpot, many were on the verge of collapse. But asking for help from the regional authorities in the current situation is considered pointless. “Well, what can I tell him: Governor, why didn’t the fish come?” – the chairman of the fishing collective farm named after Lenin.

On the collective farm itself, the situation is, of course, better than that of small companies. The company, founded already in 1929, specializes in fish of various varieties and produces dozens of types of products – from fresh frozen briquettes to canned food and delicacies. The new workshop, built by the collective farm, greeted Mishustin with super-modern equipment, purchased already in Iceland itself, and sterile cleanliness, but again there was no fish – even deficit-free cod and pollock – in it again: production is expected to start only on September 25. “The assortment is planned to be increased to 200 items,” the prime minister was told. In addition, the collective farm will continue the construction of modern fishing trawlers: in comparison with Soviet vessels, they increase the fishing efficiency by 3-4 times. “It is very important that localization was, so that everything was maximally Russian-made,” Mishustin drew attention to the general line of the authorities.

The slippery issue of pricing was not discussed during the prime minister’s visit, but on the whole, the situation fits into the all-Russian paradigm: Kamchadals have no benefit from being close to the ocean. Caviar and fish in local stores cost about the same as in Moscow ones (a kilogram of caviar is 3.2-4 thousand rubles, salted red fish – from 1 thousand), but as in the case of gasoline, which, as you know, in oil-producing Russia, never becomes cheaper, but only becomes more expensive, this does not surprise anyone. “Don’t worry about the locals: they don’t buy seafood in stores,” representatives of the Kamchatka administration reassured the MK correspondent, saying that even “five-minute” the local housewives call not jam, but quickly salted caviar. However, the rest of the Russians will still have to worry: due to the failure of the fishing season, red caviar and fish are likely to rise in price closer to the New Year. Kamchatka provides 31% of the total Russian catch, and even if the fishery on Sakhalin and the Kuril Islands turns out to be more successful this year, the market will not be able to ignore the loss of volumes.

But fish, of course, was not the only subject of the prime minister’s attention. With enviable consistency, Mishustin includes healthcare facilities in his travel schedules, and Petropavlovsk-Kamchatsky is no exception. However, against the background of an almost ideal Anadyr, a completely different picture awaited the premiere. “What year is this building?” – Looking around the cramped shabby premises, he asked. “56th, 70% wear and tear,” sighed the governor, whose wife wisely stayed to give birth in Moscow and only recently reunited with her husband with the heir. “I came here after graduating from the institute,” the resuscitator joined the conversation. “They promised me then: you will work in a new hospital. But how many years have passed – there is no new hospital. ” These words did not come as a surprise to the prime minister: prior to the trip, the government had examined the issue in detail, he admitted. “And I am scared for the inaction and carelessness that happened here,” Mishustin said. The design of the hospital, according to him, began in 2011, the money was included in the budget, but for some reason it regularly disappeared. “Last year, they removed 2.5 billion,” the prime minister reprimanded the head of the Ministry of Finance, Anton Siluanov, who hid in a huge respirator. There was no one else to blame: Yuri Trutnev’s repeated coronavirus test again turned out to be positive, which means that the presidential envoy to the Far Eastern Federal District will definitely not join the trip.

At the meeting on the power industry and gasification of the Far East, which the prime minister held in the administration of the Kamchatka Territory, another loss was revealed in the ranks of officials: the profile minister, Alexander Novak, was absent from the meeting. What exactly happened to the head of the Ministry of Energy remains unknown, but the day before, the entire delegation once again passed the coronavirus test. Mikhail Mishustin said at the meeting that despite the colossal gas reserves and growing demand, the level of gasification in the Far East is noticeably lower than the national average. “It is necessary to update both generation facilities and trunk networks, as well as to develop processing,” the prime minister emphasized, noting that a reliable energy supply system is not only a guarantee of economic development, but also a condition for the normal life of people who, like other Russians, we need warm houses, light and hot water without interruption. Mishustin ordered to update and approve new gasification programs for each region of the Far Eastern Federal District by the end of the year.
