REGIONAL: Julien Odoul wants to “go to a standoff” to preserve health in the regions

Head of the National Gathering list for the next regional elections in Burgundy-Franche-Comté, Julien Odoul presented proposals “for the health of Burgundians and Francs-Comtois” Friday, June 4 in Dijon. The regional health agency and the regional majority are not spared by critics.

In front of the Diapason aux Grésilles in Dijon, the head office of the ARS, surrounded by several candidates from the National Rally for the next elections, he on the contrary lambasted the “policy” of the Agency. “An ARS which is not regional, it has nothing of it” according to him, seeing it simply as “an antenna of the Ministry of Health with a director general, Mr. Pribile, who is not the interlocutor of the Burgundians and Francs-Comtois but who is the interlocutor of Mr. Véran. He obeys the directives to save money ”.

The ARS and the PRS castigated

About the Minister of Solidarity and Health, the head of the regional list for the National Rally in Bourgogne-Franche-Comté launches in the context of the health crisis: If Mr. Véran does not understand the vital needs in our territories, yes it is necessary go to confrontation ”. For Julien Odoul, “to engage in the showdown against the ARS” is a necessity so that the regional elected representatives are no longer served by “the agreed speeches” of the director of the ARS.

As regional opposition advisor and president of the National Rally group, he recalls: “On health, the finding is extremely alarming, well before the health crisis”. He describes the Regional Health Plan as “disastrous”, which he summarizes as “much less hospital services, much fewer hospitals and an increase in medical desertification”.
The leader of the RN in Bourgogne-Franche-Comté deplores “a medical density well below the national average and desertified areas following accounting policies. Since 2009, 11 maternities have been eliminated in the region, not to mention the threatened night surgery and emergency services. In 15 years, 896 hospital beds have been closed in Bourgogne-Franche-Comté (420 in Franche-Comté, 476 in Burgundy) ”. And the results are not brilliant according to Julien Odoul: “Yonne is 90th out of 101 departments in terms of life expectancy. There are 70 general practitioners per 100,000 inhabitants ”.

Julien Odoul and his running mates then present themselves, in the continuity they say of their opposition led to the Regional Council of Burgundy-Franche-Comté, “against the breakage of the public hospital in Burgundy-Franche-Comté and pugnacious to denounce the policies profitability ”. By affirming: “Guarantee equal access to health for all Burgundians and all Francs-Comtois. It was one of the political battles of our group during the last mandate in the Region ”. As for the President of the Council and her regional majority? “Marie-Guite Dufay only cried over the spilled milk. What has been done to stop this policy? ”.

Moratorium, salaried doctors, medical buses, aid to young people

The “showdown” announced by Julien Odoul must first begin with a moratorium on the closure of beds and hospital services. Because currently, hospitals and local services are according to the elected RN “oases that are boned”.
The assurance of this moratorium, the candidate for the presidency of the Bourgogne-Franche-Comté Region intends to impose it by making the payment of subsidies from the Region to hospital groups for their equipment conditional on compliance with this moratorium, “as for example for the 10 million euros of the Region paid to hospital groups during the health crisis ”in order to participate in the support of health establishments.

Against medical desertification, Julien Odoul proposes the recruitment of 200 salaried doctors “who will be sent to desertified rural areas”. He takes the example of what has been done in Saône-et-Loire and at the same time sees this approach as a way of “anticipating retirements”.

If the Burgundians and Francs-Comtois in rural areas cannot easily access health, the RN promises to bring them health, by “setting up medicalized bus lines in small towns and villages”. They would make it possible to guarantee “monitoring of the elderly and disabled”.

Finally, in order to further train future doctors and keep them in the region, Julien Odoul wants to see the opening of branches of the faculty of medicine “on each decentralized campus of the university, in the eight departments of the region”.

Another aid that is part of the same dynamic can we say, for “our health students who are the future of the profession and who, however, are being sacrificed by an unjust reform”, the payment of “500 euros per month of the second year of medicine until the end of the internship. This assistance to medical students will be subject to an imperative to exercise in Bourgogne Franche-Comté for as many years as the number of years in which the student received the scholarship. This requirement will be reduced by a third if it operates in an area of ​​less than 10,000 inhabitants, ”explains Julien Odoul.

According to the head of the regional list for the National Rally in Burgundy-Franche-Comté, the RN program for health in Burgundy-Franche-Comté is “incentive”, in an area “which must be a priority, it is a question of will ”.
Equipped this Friday, June 4 with masks manufactured by a company from Doubs, “100% Franche-Comté”, the candidates of the far-right party wanted to recall their slogan, declined in this case “for a region that protects health of Burgundians and Francs-Comtois ”.

Julien Odoul ended this focus on health by saying that “the regional budget is insufficient”. He does not give the amount or even the share of what his could be and prefers to talk about a cross-cutting issue, on which “the Burgundians and Francs-Comtois want results”. For the elected RN, it is a question of attractiveness but also of security of the territory.
