Recovery plan: a budget of 330 million euros for the thermal renovation of State buildings in Auvergne-Rhône-Alpes

In the lot, the Prefecture of Valence (12 million euros); Claude Bernard University in Lyon (25 million euros); the premises of the Technical and Scientific Police in Ecully (16 million euros), etc. : the national strategic real estate conference of December 14 listed no less than 580 projects representing an investment of 330 million euros in the twelve departments of the Auvergne-Rhône-Alpes region.

All will benefit from aid for their energy renovation as part of the recovery plan.

Good for construction companies which will have many sites to deal with. Good also for employment with 20,000 creations due to these investments, according to the government.

These 580 regional buildings are among the 4,214 national projects; all for 2.7 billion euros financed by the government.

The 580 regional files are among the 700 files that have applied.

Reduce the State’s carbon footprint

The files concern a wide field of buildings: office buildings of State services (ministries, prefectures), buildings welcoming the public (police stations, gendarmeries, public finance centers, etc.), higher education and research buildings (universities, grandes écoles, laboratories, research organizations, etc.), CROUS buildings (accommodation and catering) or even barracks, technical rooms. So many projects designed to improve the quality of reception and reception of users, such as the working conditions of civil servants.

Two essential criteria: energy performance and speed of work

The projects were thus selected with regard to two essential criteria: their energy performance and the ability to quickly implement the project, promoting the revival of local economies and the building sector.

While buildings are responsible for a quarter of greenhouse gas emissions in France and State property represents an exceptionally large park (97 million m2 and 191,000 buildings), this will finally allow it is up to the State to play a large part in the national effort to reduce energy consumption and the carbon footprint.

The aim is to “considerably” reduce CO2 emissions and the carbon footprint of the State’s real estate stock, according to the government.

For the government, “’All the projects selected, but especially the 4,108 projects of less than 5 million euros, will favor artisans, micro-businesses and SMEs throughout France, in all regions.”

Announced creation of 20,000 jobs

In addition, this investment “will be a tremendous lever for employment and skills: it is estimated that it will allow the creation of 20,000 jobs over 2021-2023 (nationally). This investment will also help strengthen the skills of a promising sector of the construction sector, that of energy renovation. ”

The choice of sites was also concerned with the territorial balance.

In the Auvergne-Rhône-Alpes region, these investment operations, which cover all the departments, concern 580 buildings in 114 municipalities.

The projects selected concern both police stations, courts, administrative sites, research or higher education establishments, etc.

While the vast majority of projects represent projects of less than 5 million euros, several major operations will also allow the major rehabilitation of the CROUS in Grenoble (14 million euros); the Prefecture of Valence (12 million euros); Claude Bernard University in Lyon (2 operations of 11 and 14 million euros); the Technical and Scientific Police of Ecully (16 million euros); or even the State administrative city of Annecy (6 million euros), etc …
