Ransbach-Baumbach: heating system in the town hall, supplementary budget and construction project

On Thursday, October 29, 2020, a public and private meeting of the city council of the city of Ransbach-Baumbach took place in the large hall of the Ransbach-Baumbach town hall. At this meeting of the city council, not only the council members but also some interested listeners appeared. At the beginning of the meeting, the city council dealt with the renewal of the heating system in the city hall. The heating system is over thirty years old, partially defective and therefore in need of renewal.

Ransbach-Baumbach. The commissioned engineering office had checked the possibilities for renewal and presented it to the building committee. The committee then recommends that the city council replace the existing system with two new gas condensing boilers as the most economical option. However, part of the city council sees the ecological aspect too neglected in this proposed variant and is in favor of alternative heating options.

The engineering office then checked the possibilities again and explained them at the meeting of the city council.

After a vote in the city council, neither the most economical variant (replacement of the system with two new condensing boilers) nor the more ecological version (two electric heat pumps with gas condensing boiler and photovoltaic system) could achieve the necessary majority. Therefore the decision was postponed until the next meeting.

On the recommendation of the main and finance committee, the city council passed the first supplementary budget statute with the supplementary budget. In the results budget, the total amount of income is now 17,958,100 euros, reduced by 1,279,450 euros, to 16,678,650 euros. The total amount of the expenses will be reduced by 115,350 euros from the previous 18,639,500 euros to 18,524,150 euros. This increases the annual shortfall from the previous 681,400 euros by 1,164,100 euros to 1,845,500 euros. In the financial budget, the balance of incoming and outgoing payments is reduced by 1,164,100 euros to the current level of -1,365,900 euros. The balance of incoming and outgoing payments from investing activities decreased by 13,000 euros to the current level of -1,910,500 euros. The total amount of the loans increases from 1,440,700 euros to 1,510,800 euros.

Then the city council decided to comply with the request of an investor and the second change to the development plan ?? Stadtmitte, area Ransbach ?? adapt. The change planning concerns a plot of land in Poststrasse on which three buildings with 24 condominiums in two and a half storeys are to be built. Furthermore, the council decided to conclude an urban development contract with the investor, with which details are to be regulated. The order for the change planning was given to the engineering office Karst, whereby the planning costs are to be borne by the applicant. Ultimately, the administration was commissioned to carry out the renewed disclosure and to involve the authorities accordingly.

Under the next item on the agenda, the Ransbach-Baumbach city council decided on the application for the extension of the main operating plan for the clay mine? Schmidtchen ?? in the area of ​​the former sports field in Baumbach.

Next, the council decided to adapt the usage regulations for the ?? Alte Schmiede ?? in the Bachstrasse. The adjustment of the regulations was necessary because the neighbors complained about the noise after 10 p.m. and the garbage disposal. Furthermore, the considerable cleaning effort had to be taken into account.

The order to install a heating system on the building of the ?? Old Kannenofen ?? was awarded to the company Sanitherm GmbH, Rehe, at the offer price. The city council then approved the amendment of the concession agreements for electricity and gas. This had become necessary because Energieversorgung Mittelrhein wanted to transfer network components to its subsidiary Energiesetze Mittelrhein.

Under the agenda item “Notifications and inquiries” some inquiries to the mayor were addressed and answered. A closed meeting took place after the public meeting.

Afterwards, City Mayor Michael Merz informed in a public meeting, taking into account the data protection regulations, about the decisions of the city council from the closed meeting.

First of all, the city council decided on the sale between private owners of a property in the redevelopment area ?? Alt-Ransbach ?? to exercise no right of first refusal. Furthermore, the city council decided on an offer to buy a plot of land in the redevelopment area ?? Alt-Ransbach ?? not to be accepted. In addition, the city council approved the transfer of land strips in the area of ​​the Masselbach piping in the course of the reallocation of the ?? Wohnhof Masselbach ?? towards the Ransbach-Baumbach municipal works.

Ultimately, the city council approved a builder’s application to adapt the building permit for a project in Haselstrasse and the associated slight deviation from the textual stipulations of the development plan, because the permitted building height was observed. (PM)
