Identity card set aside
All digital Public Administration services can be accessed through Spid e Cie, and also through a mobile application. It will no longer be necessary – therefore – to present an identity document if you already have the digital one. It is one of the provisions contained in the Simplifications law decree that the Council of Ministers should already approve on Thursday.
The draft of the provision provides for the obligation for administrations to offer services also in digital and mobile mode; professionals will have the right to open a “digital home”, even if they are not registered. Green light also for the simplification and strengthening of the digital home of citizens as an ordinary means of communication with the PA.

The decree requires the Public Administration “to develop its own systems with suitable methods to allow remote access to its employees and thus favor the agile work (smartworking)”.
The head of the Department of Digital Transformation of the Prime Minister’s Office will write a Code of technological conduct. It will give homogeneous rules for all public administrations, for ict purchases, for the development of systems and for the design and implementation of digital services to citizens, with rules for the technological training of public employees and experts who support transformation projects digital administrations “.
Direct assignments
To speed up the contract phases, the government proposes that, until December 31, 2021, proceed without tender but with direct award for works up to € 150 thousand and with direct negotiation with at least 5 operators for those of a higher amount, reserving the actual tender only to those above 5 million. Furthermore, the Prime Minister will be able to identify works of national importance for which restricted negotiation procedures will be introduced.

Abuse and Court of Auditors
The decree intervenes on article 323 of the Criminal Code “absolving” the public official who moves within those margins of discretion that are allowed by law or regulation.
