President Bukele confirms that Mexican company paid trip to Osiris Luna | El Salvador News

The president regretted the “leak” of information about the official’s trip. While ARENA and the FMLN ask to investigate what motivated a private company to pay for the trip to Mexico by private jet from Luna.

“How good that it is confirmed that the man (Osiris Luna, Deputy Minister of Security) working was and not on other things that people may have thought he was doing, ”said President Nayib Bukele when asked about the news that the Mexican security company SeguriTech had financed the trip by jet inside Mexico last October of the official.

“The memo what he did was confirm what we had said. Security matters should be handled with the discretion of the case and not as the former president (Mauricio Funes) is doing, ”he also said in reference to Mauricio Funes leaked an official note where that information was recorded.

Bukele told a press conference that he regrets the leak of travel information of Moon. The argument he gave was that this information is private for security reasons, so it is not convenient to make it public domain.

“Security trips are classified for obvious reasons, former President Funes placed a memo, I don’t know how he got it. Unfortunately it is already in the public domain and I say pitifully because I reiterate that security trips are private, ”Bukele said.

He also said that he already knows “who he is, what he does and what he does, where he lives and why” the person who leaked the information.

ARENA and FMLN ask to investigate

For their part, ARENA and the FMLN asked the relevant authorities to investigate what motivated a private company to pay for the trip to Mexico by private jet from the Deputy Minister of Security and Director of Criminal Centers, Osiris Luna Meza.

According to lawyer, Osiris Luna must be fined for lack of ethics

Lack of government ethics law The lawyer and executive director of Acción Ciudadana, Eduardo Escobar, explained that the Director of Criminal Centers has committed an ethical offense and should be sanctioned with a fine in accordance with the Government Ethics Law. He pointed out that it will be necessary to expect that the company that paid for Osiris Luna’s trip to Mexico intends to tender services for the State, because in that case there would be a “conflict of interest”, due to the commitment previously acquired with the company.

Possible crime of bribery
The constitutionalist lawyer, Francisco Bertrand Galindo, stated that if it is confirmed that the company paid him the trip to obtain a benefit in any case he intends to participate in a State tender, in “there is a potential violation, but also, if that was done so that he knew a company that he could get to hire, it could also become a gift, like a gift, and if he ends up doing business with that company it can become another fault as a bribe, ”he said.

At the moment there is no violation of the LACAP

As the company has not yet offered services to the country, it is not possible to set up a company disqualification to be able to participate in a state public tender, said administrative law lawyer Henry Orellana. This company has been denounced in Mexico to provide video surveillance cameras that did not work and to have overvalued the devices, according to Mexican media published as the magazine Process.

ARENA’s fraction chief, Carlos Reyes, explained that “no one is paid a trip in a private jet.”
“Not everyone makes a trip on a private plane and not anyone gets paid for a trip on a private plane and it is not like that that you will go on a trip and say: you go and it is no problem, there must be other reasons, the Salvadoran people should be clarified so that on a private plane they made that trip, ”Reyes explained.

Last week a memorandum from the Ministry of Justice and Public Security circulated in social networks in which Luna Meza asks the Minister of Security, Rogelio Rivas to authorize travel expenses, travel expenses and terminals for the trip he made from October 10 to 13 from last year to Mexico.

In the memo, Luna clarifies that travel expenses will be covered by the SeguriTech Integral Security group in Mexico.

In addition, he points out that he would hold meetings and visits to the places where they would be shown the infrastructure and technology with which the referred group operates.

To carry out this internal survey in Mexico, Luna moved by private jet to facilitate its transfer, according to the public official in his Twitter account.

In this regard, the FMLN deputy, Javier Valdez, explained that now that it is known who paid for the trip, the question is, why did I pay it?

“That would call us to ask here about the bidding processes that if you are going to participate or not in any tender here in the country that you as media are attentive so that companies that are questioned in other countries do not have free entry into the country but according to the law processes, ”said Valdez.

He added that the Mexican company that paid the trip to Luna is questioned in his home country for services rendered to the previous Mexican government led by Enrique Peña Nieto.

Reyes said there is little clarity in the information that the government has provided on the case, given that, from the beginning, the allegation of the Directorate of Criminal Centers regarding the request of the former Valiente deputy, was that Luna Meza’s trip to Mexico was paid by a Non-Governmental Organization (NGO), of which he did not cite a name, according to a report from the Office of Access to Public Information of Criminal Centers of December 26 of last year.

The other trip went to the United States and was funded by a foreign government, he says in the report.
