Police in possession of the right to terminate the investigation and the right to conduct anti-aircraft investigation

– From January next year, the Criminal Procedure Act, which gives the police the right to terminate the investigation, will be enforced, and the autonomous police system and the national investigation headquarters will also begin one after another.

On the afternoon of the 16th, Minister of Justice Chu Mi-ae, Director of National Intelligence Service Park Ji-won, and Minister of Public Administration and Security Jin-young held a joint briefing on the reform of power agencies at the Seoul Government Complex and announced the plan. Police Commissioner Kim Chang-ryong also held a separate briefing at the National Police Agency.

The briefing was prepared as a result of the promulgation and implementation of amendments to the National Intelligence Service Act, amendments to the Police Act, including the establishment of the National Investigation Headquarters (noodle version), and the transfer of the National Intelligence Service’s anti-aircraft investigation rights to the police.

At the briefing, Director Park said, “There will be absolutely no political intervention by the NIS. We will cooperate until the end in finding out the truth so that suspicions related to the NIS, such as the May 18 Democratization Movement, the Sewol ferry, the comment case, and civilian inspections, are not raised again.” Emphasized.

There are concerns about whether the police will be able to properly exercise the anti-aircraft powers handed over from the NIS.

Previously, Director Park said, “Some are concerned that the transfer of the investigation right will be suspended or destroyed again in three years, but we will thoroughly cooperate and discuss with the police to ensure that the antiaircraft right is transferred completely and without a hitch.” I will make it irreversible,” he said.

On this day, Commissioner Kim intensively explained about the self-governing police system, which will take full shape from next July. Commissioner Kim said, “It is the most realistic plan that takes into account the current security conditions, public benefits, and the financial situation of the state and local governments,” and said, “The long journey of police reform for democratization and neutralization of the police has finally come to fruition of institutionalizing the law. “It was evaluated.

However, concerns are raised, which is somewhat different from what the government initially pursued. Initially, the government promoted the’dualization model’ in which the status of autonomous police was completely separated from the national police, with the status of local government officials belonging to local governments. However, in the process of collecting opinions from various fields, the status of all police officers was maintained as state officials, and personnel transfers between the autonomous police and the state police were the same as before, but the duties were only divided.
