PKS Bill Revoked from Prolegnas, Some DPR Members Protest

Work Meeting Evaluation of the national legislation program (Prolegnas) of the 2020 Priority Bill at the DPR Complex, Jakarta, Thursday (2/7), was marked by protests by a number of factions in DPR. They are requesting a review of the Sexual Assault Removal Law (MCC bill) continue.

Member of the DPR RI Legislative Body (Baleg) from the Golkar Party Faction Nurul Arifin said that he did not agree if the PKS Bill was repealed. He asked for continued discussion of the bill.

“We still support to discuss this PKS Bill, in the present or the next. Because we feel that the PKS Bill is quite important for us women,” Nurul said.


Nurul said that it would not matter if the discussion on the PKS Bill could only take place next year. But the DPR must ensure that the bill is not revoked from the National Legislation Program.

The proposed PKS Bill was withdrawn from the 2020 Priority Prolegnas list. Deputy Chairman of the House Commission VIII, Marwan Dasopang, said that the current discussion on the PKS Bill was difficult.

He explained, the difficulty of the discussion was due to faction lobbies with all factions in Commission VIII deadlocked. Marwan said, since the last period the discussion of the PKS Bill was still hampered by the title and definition of sexual violence. In addition, the rules regarding punishment are still being debated.

During the meeting, Chairman of the Nasdem Party Faction Group (Poksi) in the House of Representatives Legislative Assembly, Taufik Basari, also expressed his disappointment with the decision to revoke the PKS Bill from the 2020 Priority Prolegnas.

Taufik said that Nasdem was ready to take over the proposal of the PKS Bill. Because they are the first party to propose the bill to parliament.

“We hope that the support of other factions so that in the plenary we can make adjustments to this prolegnas so that the bill that has become mandatory for us to continue, we can do it again,” said Taufik.

DPR RI Legislative Member from the PDIP Faction Diah Pitaloka also requested the same thing. He urged the Baleg to include it again in the 2020 Priority Prolegnas.

Answering the protest, Chairman of the House of Representatives of the Republic of Indonesia Supratman Andi Agtas conveyed his party’s limitations. He conveyed that the PKS Bill had already been set as a Commission VIII proposal at the Plenary Meeting on the determination of the 2020 Priority Prolegnas.

The legislative body cannot immediately take over from Commission VIII. He promised that the Legislation Body would prioritize the PKS Bill in the 2021 National Legislation Program which will be discussed next October.

“The leadership must not then hand it directly to the Legislative Body, it must pass the plenary because this is the result of the plenary decision,” said Supratman.

Finally, the meeting decided to revoke the PKS Bill from the 2020 Priority Prolegnas. There are currently 38 bills remaining in the 2020 Priority Prolegnas.
