Patrick Rapp wants to work to reduce bureaucracy – Breisgau-Hochschwarzwald district

Patrick Rapp from Oberried competes in the state elections for the CDU in the constituency of Breisgau and sees himself as an advocate for rural areas.

Patrick Rapp (52) was elected to the state parliament ten years ago as a CDU member. The forest scientist with a doctorate first worked in a large wood processing company in Buchenbach before he was a candidate for the state parliament. At that time he had already gained political experience as a councilor in Oberried and on the CDU district executive. Now he is applying for a third term in the state parliament in Stuttgart. Rapp is the father of four children.

Economy and work

Patrick Rapp has a professional knowledge of everything that has to do with forests and wood processing, and is an expert on tourism and rural areas for the CDU parliamentary group. In his constituency between Kandern and Kaiserstuhl, he likes the variety and diversity of industries and companies. In his office hours, he is currently hearing about the needs of the Corona crisis, for example from retail, gastronomy, accommodation and lift operators. According to his own admission, the member of the state parliament sees himself as a contact person for the region. “As far as the country’s framework conditions are concerned in the Corona crisis, you can exert a certain amount of influence,” he said when asked whether he could help worried callers. “We are trying to find solutions at state level, for example with the bridging aid for lift operators; the seasonal operations have not been taken into account.”

Small and medium-sized companies in all sectors should generally be supported by reducing bureaucracy. In the environmental and energy sectors, streamlining has already been achieved in some cases; Not yet in nursing professions with the great documentation requirement, says the MP in the BZ interview.

Climate protection and ecology

Can bicycles and e-cars save the climate? There has to be an intelligent mix, says Rapp. Bicycle expressways do not suit every population group (e.g. senior citizens) and electric motors reach their limits on long distances and in public transport. Speaking of energy: Rapp is behind the further expansion of wind turbines in southern Baden; However, he would not let every municipality have wind power areas shown, but plan them regionally, as is the case in neighboring Bavaria. Is there still space and acceptance for new wind turbines in southern Baden? “Certainly. It’s just a question of how you get the wishes of residents, conservationists and investors under one roof,” he says.

traffic

Patrick Rapp advocates investing in both public transport and roads; car traffic increased before the corona crisis. He has a clear vision of the future of the automotive industry and is relying on hydrogen and synthetic fuels in addition to electric cars. “You can continue to use the vehicles with combustion engines and the infrastructure,” Rapp is convinced. He suggests promoting hydrogen technology in Fessenheim as a successor to the nuclear power plant in order to produce hydrogen gas and synthetic fuel. Talks have already been held with Audi and the French electricity supplier EdF. “You can continue on two tracks and we would be pioneers across Europe.” In addition to battery-powered cars, other alternative engines should also be on the road. In Stuttgart he almost always travels by bus and train.

As for the further construction of the controversial B 31-West from Gottenheim to Breisach, Rapp is of the opinion that the eleven kilometers should be built. “We have invested so much in the planning that it would be pissed off if we didn’t finish planning.” The traffic axis would bring something in many ways. Each side will gain something by building the road, he thinks.

Agriculture

For forestry and agricultural businesses, Rapp relies on more organic farms and more cooperation between conventional and organic producers. Many farmers have seen themselves cornered and misunderstood since the bee referendum, including by environmental activists. “The denunciation is exaggerated in some places,” said Rapp. No vintner would use pesticides excessively in his own interest because they are a cost factor. “Our farmers know that the soil is their capital.” Sometimes, however, it makes sense to use protective agents, for example against fungi. When it comes to the production of food, Rapp also sees consumers as having an obligation when it comes to buying locally produced food. “Better to pay a little more and take something better in terms of quality.” He cites the “Cowfunding” project from Freiburg, where customers can order beef and pork from producers, as good examples. Rapp advocates smaller slaughterhouses that are regionally distributed. That is also better for animal welfare.

digitalization

What grade do homeschooling classes deserve in the country? Patrick Rapp sees how his three children are looked after via the Internet and has had positive experiences. He does not want to give distance learning a blanket grade; There are too many actors in the state, in municipalities, schools and in the purchase of end devices. “It’s going a few ticks better today than in the first lockdown.” He considers the high sums invested in the expansion of broadband lines (fiber optics) in the state to be justified.
