Participation of the second round of municipal elections at 5 p.m. in Martinique: 44.34% –

One hour before the offices closed, the overall participation rate was 44,34%

During the 1st round (March 15, 2020), 46.42% of voters were registered at the same time (and in 2014 it was 50.48%).

7 communes de Martinique will meet their new mayor this evening when the offices close, after 6 p.m. They are Diamant, Ducos, François, Marin, Rivière-Pilote, Marigot and Saint-Joseph.

During the last check-in at 5 p.m., the participation recorded in the prefecture was 44,34%.

This is 2 points less than during the 1st round (46.42%, Sunday March 15, 2020).

At midday, this participation was estimated at 18.17% among more than 67,000 voters expected at the polls this Sunday. In 2014, at the second round at 12 noon, the rate was 23.18%, which translates into a decline in mobilization this year, perhaps because of the sanitary conditions in force.

For comparison, in France, the participation was 34.67% at 5 p.m. … and 15.29% a little earlier in the day at 12 p.m., i.e. a strong abstention, compared to the previous municipal elections.

Reminder of the conditions of the municipal election

The voting system used for this consultation is not uniform throughout the territory. It differs according to the population of the municipalities considered. In this regard, a distinction should be made between municipalities with less than 1,000 inhabitants, municipalities with 1,000 or more inhabitants (and the cities of Paris, Lyon, and Marseille subject to specific provisions in mainland France).

Municipalities with less than 1,000 inhabitants:

The members of municipal councils are elected by majority vote. In the first round, an absolute majority is required as well as a quarter of the registered voters. To be elected to the second, the relative majority suffices.

Municipalities with 1,000 or more inhabitants:

The applicable voting system is list voting with two rounds, with deposit of complete lists, without adding or deleting and without changing the order of presentation possible during the vote. The lists must be joint with compulsory alternation between a woman and a man or vice versa.

If a list obtains an absolute majority in the first round, it is allocated a number of seats equal to half of the seats to be filled. The other seats are distributed among all the lists with proportional representation at the highest average. Otherwise, there is a second round.

Seats after victory

The list with the most votes is allocated a number of seats equal to half of the seats to be filled. The other seats are distributed among all the lists having obtained more than 5% of the votes cast according to the number of votes obtained by proportional representation at the highest average.

Mandate’s duration

The members of the municipal councils are elected by direct universal suffrage for a mandate of 6 years, renewable within the framework of the commune.
