The new appointed military governor and his police deputy officially took office on Monday, April 10, at the head of the province of North Kivu. Lieutenant-General Constant Ndima Kongba and the divisional commissioner, Ekuka Lipopo, arrived in Goma in the early afternoon. The handover and resumption with the civil administration, of Carly Nzanzu Kasivita, took place immediately after.
According to local sources, it was around 1 p.m. from Goma that the military governor of North Kivu, Lieutenant-General Constant Ndima Kongba, and his deputy, the divisional commissioner Ekuka Lipopo, landed at the international airport of Goma.
They were welcomed by the civil and military authorities of the province, the provincial deputies and a large crowd of political party activists.
The handover and resumption with the civil administration of Carly Nzanzu Kasivita took place this Monday at 3 p.m. local.
The population hopes that this state of siege could restore peace in North Kivu, after more than two decades of armed conflict. For some inhabitants, this replacement of the civil administration by the military administration raises some reservations.
Some political actors, subject to forced technical leave, fear for their social during the period of the state of siege, the accumulation of many unpaid months.
But in the orders taken by the Head of State, it is clearly indicated that all these people put to rest, will benefit from their salaries.
It is since May 6 that the province of North Kivu has been under the state of siege for a renewable period of 30 days.
The head of state, who decreed it, aims to eradicate insecurity characterized by killings of civilian populations in the region.
