Yvelines. Saint-Germain-en-Laye prepares its local deconfinement plan

Long before the Prime Minister’s announcements on deconfinement, the City of Saint-Germain-en-Laye (Yvelines) had decided to take the lead in preparing a local plan.

Saint-Germain-en-Laye (Yvelines) launched discussions to develop a local deconfinement plan around 4 axes well before the Prime Minister’s declarations.

While the state continued to postpone the announcement of specific guidelines for the organization of the deconfinement scheduled for Monday, May 11, and long before the Prime Minister’s announcements, some cities had decided to take the lead. This is the case of Saint-Germain-en-Laye ((Yvelines) who launched reflections to develop a local plan around four main axes.

We will adjust our local plan with what the state tells us, but we have focused our plan so that on May 11 we are ready about schools, shops, transport, and health, “says the mayor, Arnaud Péricard, who gives us an overview.

School

We will try to have the finest possible territorial approach to this reopening. We have a very regular dialogue with the Inspector of National Education of Saint-Germain to know, school by school, the split classes, the schedules and adapt the meals, the human resources and all the necessary resources at the level of the teams of the city. We will be ready, whatever scenario is decided. “

Masks for all personnel

The City has already planned to provide the necessary protective equipment in nursery and primary schools to all staff if the National Education was not able to do so.

Given the number of establishments we have in our town, we are also in contact with middle and high schools to see how we manage the ramp-up over the next two or three weeks. “

Transport

We are finished, so this is a vital point to reach the work points. We are in contact with Île-de-France Mobilités for the RER A to find out how security is organized. There is disinfection of the station but you have to know if the RATP will offer gel dispensers and masks knowing that they may be mandatory. “

Exchanges with Île-de-France Mobilités also relate to the bus network to find out, for example, the frequencies of the different lines.

New roads for cyclists

At the same time, the City would think about making some additional roads accessible to cyclists. The idea would be, among other things, to allow those who are worried about returning to public transportation to turn to another means of transportation.

Health

The City wishes to be able to equip all Saint-Germaners with masks.

80,000 masks for the general public ordered

Nearly 80,000 so-called general public masks have been ordered. In addition, while continuing to distribute protective materials quickly initiated during containment, the City is working with the Saint-Germain Boucles de Seine (CASGBS) agglomeration community to set up a system aimed at offering serological tests.

“Testing areas”

I can see that the culture of partnership is not very present and I want, at the local level, to aggregate this entire health community with a single objective which is the health of the patient. It’s only that that matters. With the agglo we are setting up a project, which we had in Saint-Germain-en-Laye, to see how we can mesh the territory with testing areas. We can rely on Covid-19 centers such as Saint-Germain-en-Laye or Houilles. We are in the process of mounting this with the support of the Department, Dr Welker, the Order of Physicians, City Doctors and the Regional Health Agency. We are trying to get everyone to participate in a common project. “

Trade

The municipality has already organized several distributions, the last of which took place on Friday 24 April, of masks and protections for traders and taxis. By that date about 90 businesses had reopened.

There will, of course, be financial and budgetary support with tax and tariff relief. We are not going to charge for the terrace fees, for example. An effort will also be made on rents for those for whom we hold commercial leases. We will be by their side. “

Maintenance of free surface parking

The City would also study the maintenance of free surface parking decided at the start of containment and a stimulus program around the creativity of the business.

A pedestrian sanitary sector

Halfway between health and commerce, the City is also considering launching an experiment aimed at pedestrianizing part of the city center.

“5 entry points with gel distribution”

We would create a sanitary barrier to access the downtown area with five entry points where we would ensure the distribution of gel. We think that social distancing would be easier to respect in a pedestrian logic than on the sidewalks where people would be forced to be more numerous. The idea would be to be ready for the weekend of May 9 if the prefect granted us the reopening of the market for the 10th. “
