New Vaccine Reimbursement Program Announced: Updated Guidelines and Eligibility Information

Starting from December 1, 2023, certain categories of patients can benefit from the following types of vaccines through pharmacies, with a 100% or 50% discount: papillomavirus vaccine, conjugated pneumococcal polysaccharide vaccine, conjugated group A meningococcal vaccine, C, W135 and Y, meningococcal group B vaccine, acellular diphtheria-tetanus-pertussis vaccine, hepatitis B vaccine, measles, rubella, mumps, live attenuated and live attenuated varicella vaccine.

Certain categories of patients can benefit from the influenza vaccine settled at 100% or 50% before this date, starting from September 1, 2023.

Vaccine reimbursement is a new nationally regulated measure designed to cover vaccination costs (a) also for people other than those covered by the national vaccination program, or (b) also for vaccines other than those covered by the national vaccination program . So the measure is welcome, with the state assuming additional costs to cover some vaccines that would otherwise have been paid for by patients.

In order to be able to benefit from these vaccines in a settled regime, patients must meet certain criteria established by legislation for each type of vaccine (for example: people with certain conditions, people over 65 years old, pregnant women, medical and auxiliary personnel, etc. .). It can be seen that the patient’s route to getting vaccinated remains a complex one.

The route the patient must follow

People who fall into the categories designated by law must go to a specialist doctor in a relationship with a county/city health insurance company in order to receive a medical prescription for the recommended vaccine.

After obtaining the prescription, the persons will go to a pharmacy under contract with a county health insurance company/ of the municipality of Bucharest which will issue the vaccine prescribed by the doctor for free or under a 50% compensation regime.

Afterwards, the person will see a family doctor, epidemiologist, infectious disease doctor, pediatrician or a doctor from any other medical specialty who has a vaccinology certificate, who is in contract with the county public health department/ of the municipality of Bucharest for the administration of the vaccine.

The services of prescribing and administering these vaccines are free for patients.

In the case of the flu vaccine, it can be administered in pharmacies authorized for this purpose by the Ministry of Health. The vaccination service provided by pharmacies can be free or for a fee.

Conditions regarding entities involved in the process of prescribing, issuing and administering settled vaccines

The doctor who prescribes the vaccine must be in contract with a county health insurance company/ of the municipality of Bucharest, respectively be nominated in the contract concluded between a county health insurance company/ of the municipality of Bucharest and the medical service provider within which the doctor carries out his activity. This doctor can have any specialization.

The pharmacy that dispenses the vaccine must be in contract with a county/city health insurance company.

The pharmacy that administers the influenza vaccine must be authorized by the Ministry of Health for influenza vaccination.

The doctor who administers the vaccine must be in contract with the county/city of Bucharest public health department, respectively be nominated in the contract concluded between the county/city of Bucharest public health department and the medical service provider within which the doctor works . In addition, the doctor who administers the vaccine must meet one of the following conditions: have one of the following specializations: family medicine, epidemiologist, infectious diseases, pediatrics or any other specialty, if he holds a vaccinology certificate.

Family doctors, epidemiologists, infectious diseases, paediatricians or doctors who hold a vaccinology certificate have the opportunity to prescribe the settled vaccine, as well as to administer it to the extent that they are in contract with the county/municipality public health department and with the county health insurance company/ of the municipality of Bucharest, respectively, are nominated in the contract concluded between the county public health department/ of the municipality of Bucharest and in the contract between the county health insurance company/ of the municipality of Bucharest and the medical service provider under which the doctor carries out its activity.

Also, there is the legal obligation to register the vaccination and report the RAPI in the National Electronic Register of Vaccinations.
