New football rules for the 2020-2021 season

The International Football Association Board, also known by the acronym IFAB, is the association that governs the laws of world football. Last Thursday, the IFAB unveiled its new rules through various laws for the 2020-2021 season through a complete document entitled “Laws of the game 2020-2021: Changes and clarifications to the Laws (and changes to the protocol of video assistance for arbitration, glossary and practical guidelines) “. Here are the main changes and clarifications to the Laws of the Game:

-Law 1: Land

• The posts and the crossbar can be a combination of the four basic shapes.

-Law 10: Result of a match

• Yellow cards and warnings are not taken into account during a penalty shootout.

-Law 11: Offside

• An intentional hand committed by a defending player is considered a “deliberate action” with regard to offside.

-Law 12: Faults and corrections

1. the line between the shoulder and the arm is defined as the bottom of the armpit.

2. an “accidental” hand committed by an attacking player (or a teammate) is penalized only if it occurs “immediately” before a goal or a clear goal opportunity.

• A goalkeeper may receive a yellow card or a red card for having “illegally” touched the ball a second time after resumption of play (eg goal kick, free kick, etc.) even if he touches it arm / hand.

• Any offense (and not just a fault) committed to “disrupt or stop a promising attack” must be sanctioned with a yellow card.

• A player who does not respect the regulation distance (4m) on a ground ball must be sanctioned with a yellow card.

• If the referee gives the advantage or allows a free kick to be played “quickly” after an offense committed to disrupt or stop a promising attack, the yellow card is not administered.

-Law 14: Penalty

• An offense committed by the goalkeeper is not penalized if the shot misses the goal or rebounds on the post (s) / the crossbar (without the goalkeeper having touched the ball), unless this offense clearly disturbed the shooter.

• The goalkeeper is warned during the first offense and receives a warning in the event of a repeat offense.

• If the shooter and the goalkeeper commit an offense at exactly the same time, the shooter is penalized.

Editorial changes and reorganized texts

Changes have also been written regarding the video arbitration assistance protocol and the glossary, but also clarifications and editorial changes.

Concerning video arbitration assistance protocol :

• Only a “television” sign is required for analyzes carried out solely by the video assistant operator.

As for Glossary :

• A definition of the offense “holding an opponent” has been added “

• The position of a player when restarting play is the position of his feet or any part of his body in contact with the ground (except in the circumstances described in Law 11-Offside).

A clarification is also made and is as follows:

If, during a kick or free kick, the goalkeeper “lifts” the ball for a teammate who hands it over to the head / chest to pick it up, the goal kick or free kick is replayed; no disciplinary sanction is imposed (unless this fact of play recurs persistently).

• The text in the “Analysis” section has been reorganized in order to emphasize that most of the video analyzes carried out must be “analyzes at the edge of the field”.
