Minister of Supply and Internal Trade Develops Regulatory Procedures for Strategic Goods and Products

Dr. Ali Al-Moselhi, Minister of Supply and Internal Trade, met with the directors of supply directorates at the governorate level to develop regulatory and administrative procedures regarding the implementation of the Prime Minister’s decision to designate 7 strategic goods and products in accordance with Article No. 8 of the Consumer Protection Law, and the Minister of Supply and Internal Trade’s Decision No. 2000 of 2023. It is concerned with determining the controls and procedures for trading products and commodities.
Al-Moselhi stressed that the aim of the meeting was to confirm the importance of issuing these decisions governing and regulating the Group of Seven Strategic Commodities and their trading system and disclosing their quantities and methods for announcing their prices by their producers. It was emphasized that the government does not determine the prices of these strategic commodities, but rather those who do so are Producing, packaging and supplying companies and establishments, and considering them as strategic commodities, meaning that it is forbidden to withhold them from circulation, whether by hiding them, not putting them up for sale, refraining from selling them, or in any other way, while entrusting the agencies concerned with commercial control with careful and continuous follow-up, thus creating a free market subject to supply and demand mechanisms. In a disciplined manner.
The Minister of Supply issued Ministerial Resolution No. 2 of 2024 to form the relevant committees concerned with setting the regulatory framework for implementing Prime Minister’s Resolution No. 5000 of 2023 and Minister of Supply Resolution No. 200 of 2023.
Resolution No. 2 of 2024 stipulated the formation of a higher committee in the ministry headed by the minister, whose membership includes the head of the Consumer Protection Agency, the director of the General Administration of the Supply and Internal Trade Police, and the deputy head of the State Council, the legal advisor to the minister. This committee will have a technical secretariat, and the higher committee will be responsible for taking the necessary measures. Regulatory, administrative and legal, determining controls and procedures for trading in strategic goods and products and registering dealers in the seven strategic products and commodities, along with reviewing the production, trading, pricing and distribution episodes for these goods. It meets once a week and the Supreme Committee submits its reports to the permanent technical secretariat headed by the Council of Ministers.
Resolution No. 2 of 2024 also stipulated the formation of a main committee in each governorate headed by the Director of the Supply and Internal Trade Directorate and including the Director of Control of the Directorate, a representative of the Consumer Protection Agency, a representative of the Supply Police, a representative of the Governorate, a representative of the Security Directorate, as well as the formation of a committee at the level of each Supply Department and including representatives The main committees, a representative of consumer protection associations, and a representative of the local unit (city/district/center).

The Minister indicated that the goal of these main and sub-committees is to have specialized work teams on the ground to follow up on the procedures for implementing decisions regulating strategic goods and products, especially the commitment by the points of sale and distribution to the price of the commodity to the final consumer in light of its maximum price, so that its price is less than the maximum price. These committees, groups, and specialized teams also continuously communicate with those dealing in strategic goods and products and their points of sale, and follow up on the trading movement, including (description of the product or commodity – maximum final selling price to the consumer – production quantity – local sales quantity – stored balances of these products and goods). – A statement of those dealing with the company or establishment (distributor – wholesaler – retailer – selling price for each).
