NEW YORK — A hours-long standoff is unfolding at a lavish Manhattan skyscraper near Carnegie Hall, in which a man was briefly seen dangling part of his body outside a 31st-floor apartment as the crowd in sidewalks gawked from below, according to senior law enforcement officials and witnesses at the scene.

Few details were immediately available about the situation, which began to unfold at CitySpire, a 72-story condominium tower on 56th Street, before 9 a.m. Wednesday. Four hours later, the situation had not been resolved.

Three senior law enforcement officials say the FBI was executing a warrant for the arrest of a man on charges related to bank fraud. The apartment in which an individual is seen spending Wednesday does not belong to him, officials say. It’s unclear whose apartment it was, or who the man is. Investigators are still negotiating with him.

No other details about the case were immediately available.

The building’s Board of Trustees informed tenants early Wednesday of an ongoing FBI investigation into the 31st floor, according to an email obtained by our sister broadcaster News 4. According to that email, the Board was told that no one was in danger and that no weapons were involved. People were asked to use different entry points during a time earlier in the day.

“The Board of Trustees takes the safety of residents very seriously and it is our top priority,” the email read in part. “We are in constant communication with the FBI and will keep them informed of any further developments.”
