Latvia and Ukraine sign a historic long-term security commitment agreement

The concluded Agreement clearly and firmly confirms Latvia’s support for Ukraine in its fight against the aggressor. Latvia will provide long-term military and non-military assistance to Ukraine, as well as continue to support it on its way to membership in the European Union and NATO.

According to the agreement, Latvia plans to provide military support to Ukraine in the amount of 0.25% of the gross domestic product (GDP) until 2026, as well as 5 million euros of support for the reconstruction of Ukraine every year until 2026.

The agreement envisages specific areas of military support, including activities in the drone coalition directed by Latvia, provision of military equipment and armament delivery, training of soldiers and others.

One of the essential elements of the Agreement is the creation of a consultation mechanism in the event of a repeated Russian armed attack on Ukraine in the future.

Latvia’s non-military support areas include development cooperation, support for the reconstruction of the Chernihiv region, cooperation in the digital, energy and cyber security fields, as well as the prevention of hybrid threats. The Agreement also provides for close cooperation within the framework of international organizations, including Ukraine expressing formal support for Latvia’s candidacy in the UN Security Council (2026-2027).

The agreement is concluded for 10 years with the possibility of mutually supplementing and extending it. It implements Latvia’s commitment to long-term support for Ukraine, which results from the July 12, 2023 G7 and partner countries’ joint declaration on support for Ukraine. The agreement was developed by the Ministry of Foreign Affairs in close cooperation with line ministries. The Ministry of Foreign Affairs also conducted negotiations with the Ukrainian side.

The agreement was signed in Vilnius, the capital of Lithuania, as part of the Three Seas Initiative summit.
