King Salman Chairs Council of Ministers Session in Riyadh – February 20, 2024

Al-Marsad newspaper – SPA: The Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud – may God protect him – chaired the session held by the Council of Ministers, today, in Riyadh.

The beginning of the session

At the beginning of the session, the Council of Ministers expressed, on the occasion of the anniversary of (Foundation Day), which falls the day after tomorrow, Thursday (February 22), the march of the Saudi state and its history extending for about (three) centuries, and the unity, security and stability it has achieved, and its continued construction and development, and creating a better future. For everyone who lives on the land of this nation, whose roots are deeply rooted in the depths of history, there is steadfastness and glory.

The Council was then briefed on all the state’s activities in recent days, especially those related to strengthening relations with various countries of the world. To achieve common goals and strengthen the bonds of cooperation and friendship in various fields, noting in this context the results of His Royal Highness the Crown Prince and Prime Minister – may God protect him – receiving the Prime Minister of the Kingdom of the Netherlands during his official visit to the Kingdom.

Statement of the Minister of Information to the Saudi Press Agency

His Excellency the Minister of Information, Mr. Salman bin Youssef Al-Dosari, explained in his statement to the Saudi Press Agency after the session that the Council of Ministers followed regional and international developments, reiterating what the Kingdom affirmed during its participation in the Munich Security Conference (2024 AD) that the priority is ending the humanitarian catastrophe in Gaza, and focusing on A ceasefire and withdrawal of the Israeli occupation forces from the Gaza Strip, and work to increase the delivery of relief aid to the population.

The Council affirmed that the Kingdom’s victory in hosting the eleventh session of the World Water Forum (2027 AD) comes to consolidate its pioneering role in supporting water issues at the regional and international levels, and its continued endeavor to achieve sustainable development goals.

Memoranda of Understanding

The Council of Ministers praised the launches and signing of memorandums of understanding witnessed at the World Smart Cities Forum held in Riyadh to contribute to enhancing sustainability and raising the quality of life in Saudi cities to higher levels, within the framework of the Kingdom’s goal of classifying at least (ten) of its cities among the best ( 50) city in the world.

The Council promised that three new Saudi cities will join the UNESCO Global Network of Learning Cities, and that the Kingdom will achieve the highest growth rate among the major tourist destinations in the world, and that it will topped the e-government services index in the Middle East and North Africa. As a reflection of the unlimited attention and support the state gives to all its sectors, this country will be a pioneering model at all levels.

Council topics

The Council of Ministers reviewed the topics on its agenda, including topics that the Shura Council participated in studying. It also reviewed what the Council of Economic and Development Affairs, the Council of Political and Security Affairs, the General Committee of the Council of Ministers, and the Council of Experts of the Council of Ministers had concluded regarding this matter. The Council concluded the following:

Firstly:

Approval of an agreement on cooperation in combating crimes between the government of the Kingdom of Saudi Arabia and the government of the Socialist Republic of Vietnam.

secondly:

Approval of a draft memorandum of understanding to establish the Saudi-Brazilian Coordination Council, and its signing by His Highness the Minister of Foreign Affairs – or his representative.

Third:

Approval of two memorandums of understanding between the Saudi Data and Artificial Intelligence Authority in the Kingdom of Saudi Arabia and the International Research Center on Artificial Intelligence and the Josef Stefan Institute in the Republic of Slovenia, in the fields of research, development and innovation in artificial intelligence.

Fourthly:

The Ministry of Culture (Architecture and Design Arts Authority) discussed with the British side a draft memorandum of understanding for cooperation in the field of architecture and design between the Architecture and Design Arts Authority in the Kingdom of Saudi Arabia and the Royal College of Arts in the United Kingdom of Great Britain and Northern Ireland, and signed it.

Fifth:

Authorizing His Excellency the Minister of Finance, Chairman of the Board of Directors of the Zakat, Tax and Customs Authority – or his representative – to sign a draft agreement between the government of the Kingdom of Saudi Arabia and the government of the Republic of Iceland, to avoid double taxation with regard to taxes on income and to prevent tax evasion and avoidance, and the draft protocol accompanying it.

Sixthly:

Approval of an agreement between the Kingdom of Saudi Arabia and the Republic of Portugal, in the field of air transport services.

Seventh:

Approval of a memorandum of understanding between the Education and Training Evaluation Commission in the Kingdom of Saudi Arabia and the Arab League for Education, Culture and Science, for cooperation in the field of measurement, evaluation and accreditation of Arabic language curricula and programmes.

Eighth:

Authorizing His Excellency the Minister of Information, Chairman of the Board of Directors of the General Authority for Media Regulation – or his representative – to discuss and sign with the Portuguese side a draft memorandum of understanding between the General Authority for Media Regulation in the Kingdom of Saudi Arabia and the Media Regulatory Authority in the Republic of Portugal, for cooperation in the field of audiovisual media. .

Ninth:

Authorizing His Excellency the Minister of Education, Chairman of the Board of Directors of the Technical and Vocational Training Corporation – or his representative – to discuss with the South African side a draft memorandum of understanding in the field of technical and vocational training between the General Corporation for Technical and Vocational Training in the Kingdom of Saudi Arabia and the Ministry of Higher Education, Science and Innovation: Education Department Higher education and training in the Republic of South Africa, and sign it.

Tenth:

Approval of an agreement between the International Atomic Energy Agency and the King Abdullah City for Atomic and Renewable Energy in the Kingdom of Saudi Arabia regarding the Junior Professional Officers Program.

eleven:

Authorizing His Highness the Minister of Culture, Chairman of the Board of Trustees of the King Salman International Academy for the Arabic Language – or his representative – to discuss with the Uzbek side a draft memorandum of understanding for cooperation in the field of serving the Arabic language between the King Salman International Academy for the Arabic Language in the Kingdom of Saudi Arabia and the Tashkent State University for Oriental Studies In the Republic of Uzbekistan, sign it.

twelfth:

Approval of the structure and organizational guide of the Ministry of Sports.

thirteen:

Approval of the structure and organizational guide of the Ministry of Education.

Fourteenth:

Extending the work of exempting a small establishment whose total number of workers is nine or less, including its owner, from paying the financial compensation, for a period of (three) years.

Fifteenth:

Approval of promotions to rank (fourteenth); Two appointments were made to the positions of (Ambassador) and (Minister Plenipotentiary) at the Ministry of Foreign Affairs, as follows:

Abdul Rahman bin Ibrahim bin Saleh Al Muhaimid was promoted to the position of (Regional Undersecretary) at rank (fourteenth) in the Emirate of the Northern Border Region.

– Mishal bin Hamdan bin Barjos Al-Ruqi was appointed to the position of (Ambassador).

Appointment of Enas bint Ahmed bin Abdullah Al-Shahwan to the position of (Minister Plenipotentiary).

Dr. Yahya bin Saeed bin Muhammad Al Shaiban Al-Qahtani was promoted to the position of (General Director) at the fourteenth rank at the Ministry of Municipal and Rural Affairs and Housing.

– Saad bin Thawab bin Muhammad Al-Majjami Al-Subaie is promoted to the position of (Financial Advisor), rank (fourteenth), at the Ministry of Finance.

Manal bint Ibrahim bin Muhammad bin Ateeq is promoted to the position of (Business Advisor), rank (fourteenth), at the Ministry of Human Resources and Social Development.

The Council of Ministers also reviewed a number of general topics on its agenda, including annual reports of the Ministry of Islamic Affairs, Call and Guidance, the Public Prosecution, the Digital Government Authority, the National Center for Waste Management, and the King Salman International Academy for the Arabic Language. The Council has taken the necessary measures regarding those topics.
