Jadwiga Emilewicz on the Istanbul Convention

We will support every gesture and activity that will protect the position of a woman exposed to any kind of violence – assured Deputy Prime Minister and Minister of Development Jadwiga Emilewicz in TVN24’s “Fakty po Faktach”. She declared that she would enter into dialogue with protesters who oppose Poland’s withdrawal from the Istanbul Convention.

On Friday, many Polish cities took place protests against the government’s announcement that Poland would withdraw from the Istanbul Convention. It is designed to protect women from all forms of violence and discrimination. According to its critics, the convention is inconsistent with the constitution and constitutes a threat to the Polish family tradition. Poland signed the convention in December 2012 and ratified it in 2015.

Recently, a discussion has arisen in the public forum about the possible withdrawal of Poland from the convention. Her statement was supported by, among others, Deputy Prime Minister and Minister of Development Jadwiga Emilewicz.

In “Fakty po Faktach”, Emilewicz declared that she would be happy to meet the protesting women. She recalled the government’s amendment to the Code of Civil Procedure passed by the Sejm on April 30, colloquially known as the anti-violence act, which provides, among other things, for the immediate isolation of perpetrators of domestic violence from their victims. The new regulations will come into force six months after the date of announcement. The anti-violence act was published in the Journal of Laws on May 29.

– This anti-violence law, which makes us immediately isolate the victim from the perpetrator, are real actions that our government has taken. The anti-violence law gained the support of all political circles in the parliament – said the deputy prime minister. – We will support every gesture and activity that will protect the position of a woman exposed to any violence, there is no doubt here – she assured.

Emilewicz: There are a number of provisions in the Istanbul Convention that raise doubts

Emilewicz said in “Fakty po Faktach” that the Istanbul Convention was the subject of discussion in many countries. She named Great Britain and Italy, which she said “corrected” the provisions of the convention. – Doubts with the admission were also expressed by several countries in our region, including Slovakia and Bulgaria – she announced.

She recalled that the former president Bronisław Komorowski, who signed and ratified the convention, also had “doubts about it in two cases”. – Firstly, because the Istanbul Convention does not take into account the main causes of domestic violence in Poland, diagnosed in many studies, which are addictions: alcoholism and drugs – she said. The second of the mentioned cases is, according to Emilewicz, “the verbal layer of the convention that does not reflect the spirit and intentions of the creators”.

“There are a number of entries here that raise doubts,” she said. – For example, there are evident shortcomings, which would indicate the sources of violence, which are typical, most common in the case of Poland – she argued.

The minister decided that discussions on this subject “should not take place in the streets”. “These are too serious, sensitive matters for us to limit them to slogans chanted in the streets,” she said. – I invite women who are the organizers and participants of these demonstrations. I am committed to undertaking and carrying out such a dialogue. Please treat this declaration as serious – she assured.
