One of the questions that has been asked is whether, in the middle of a State of Emergency, it is mandatory to present a document that justifies the circulation of vehicles! The PSP and the Ministry of Internal Affairs have already clarified.
The doubts are many but it is also normal! The country and the world are going through a complicated period and we are faced daily with changes in legislation. With regard to a document that justifies the circulation of vehicles in a State of Emergency, the Ministry of Administration states that it is not mandatory, but police can supervise.
Is a circulation document required in a State of Emergency?

- 1. The fact that the presentation of a document that justifies road circulation in a State of Emergency period - where the general duty of collection is in force - is not mandatory - this does not preclude the full powers of road inspection by the Security Forces.The;
- 2. Within the scope of the State of Emergency in force, the Security Forces have the legitimacy not only to restrict road traffic and / or interrupt roads, but also to determine the return home in all cases of manifest violation of the general duty to collect ;
- 3. The declarations issued by some employers, not being mandatory, facilitate the verification by citizens who are moving to or from the workplace, just as the proof of place of residence justifies the displacement, such as the need to cross, for example, the 25 de Abril Bridge to return home;
- 4. The Ministry of Internal Administration underlines the decisive role of the Security Forces, namely in the road inspection actions carried out this weekend by the National Republican Guard and the Public Security Police, which actions will continue;
- 5. The Ministry of Internal Affairs calls once again for the generalized civic spirit of all Portuguese people to stay at home and limit travel to what is strictly necessary.
