Indonesia’s Progress Towards Early Retirement of Coal Power Plants: Challenges and Solutions

Jakarta

The government plans to do so early retirement Electric steam power plant (PLTU), but turning off the coal plant must be done in stages.

Deon Arinaldo, Energy Transformation Program Manager from the Institute for Essential Services Reform (IESR) said that Indonesia cannot suddenly retire PLTUs just on the basis of energy transition.

Indonesia cannot immediately retire the Coal Power Plant (PLTU) due to a number of risks it faces, including the very large costs. So who will bear it?” said Deon when contacted, Wednesday (13/9/2023).

According to him, all groups must look at a holistic solution in retiring the PLTU.

“Prioritization of benefits in this solution must be taken into account so that the energy supply of the electricity system is maintained,” added Deon.

The Indonesian government, he stressed, agreed to retire coal-fired power plants and switch to clean energy, but this must be done gradually and according to capabilities. “Indonesia can learn from China,” he said.

Electricity generation using coal has utilized Fly Ash and Bottom Ash (FABA) from the PLTU to drive the community’s economy and build village infrastructure around the PLTU. Such as for building roads, bridges, paving to prevent flooding, and tetrapods to prevent abrasion.

Previously it was reported that the Coordinating Minister for Maritime Affairs and Fisheries, Luhut Binsar Pandjaitan, said that he was planning to retire early for coal-fired power plants (PLTU). In encouraging this program, his party is currently preparing incentives for its operators. However, he did not specify how the incentive scheme would be implemented.

“My goal is to study later so that smart people become experts. Not me, I’m just a manager,” said Luhut.

On the other hand, Luhut said, currently the one that contributes the most to pollution is the transportation sector, through high carbon emissions. Fuel with a low octane number also has the potential to produce greater emissions.

“The results of testing in the field now show that 37% of motorbikes do not pass the emissions test. So now we want to improve the fuel first,” he said.

Therefore, the government is currently working on a plan to eliminate Pertalite which will be transferred to Pertamax Green 92. Luhut said that the elimination of Pertalite is in line with the plan to divert fossil fuels to fuel mixed with ethanol in order to reduce emissions in the country.

“We’ll do all that later. Now we’re calculating what it’s called so that this is a pollution problem too. So we want what percentage of ethanol so that the octane goes down,” he concluded.

Quoting analysis from the study institute TransitionZero, it is revealed that the need for funds to retire coal-fired steam power plants (PLTU) in Indonesia is quite large. RI needs at least US$37 billion or the equivalent of Rp. 569 trillion (rupiah exchange rate Rp. 15,396 per US dollar) to stop its 118 coal power plants early.
