During the meeting, the alarming data on drug trafficking and the exceptional threat to Bulgaria and Europe from the entry of synthetic drugs, as a result of the dramatic changes in Afghanistan, were presented, as well as data on human trafficking and the sharp increase in migration in the last year – with 66% across sea and land borders, and only for the Balkan route the growth is 110%.

In 2007, the two countries introduced the transit regime to be carried out at a single counter, as well as a checkerboard regime of control along the Danube River. In March 2007, Bulgaria and Romania signed a joint declaration with the EC for the entry of the two countries into Schengen in 2011 – an undertaking that failed.

Dragutin Mate, Minister of Internal Affairs of Slovenia 2004-2008, also took part in the meeting. Adv. Ljubomir Mihailovski, Minister of Internal Affairs of North Macedonia 2004-2006, Rumen Petkov, as Chairman of the Ministry of Internal Affairs and Vaska Penkova, security expert.
