Targeting illegal parking and speeding offenders in the Zellingen market in the future is a fundamental goal of the local council. Municipalities are now allowed to do both. The councilors, Mr Sacher from the Radarwacht company, explained what this could look like in practice. It is one of many companies that offer municipalities their traffic monitoring services and represent them in Würzburg and Magdeburg. The Triefenstein market is already working with her in Lower Franconia, and she also has many customers in Hesse.
In practice, the cooperation would be such that the radar guard provides trained staff and the appropriate measurement technology. Where parking and speed should be monitored, the municipality determines during an inspection together with the company. The staff is employed by the radar guard, but on the surveillance days, as part of the temporary employment agency, is treated as an employee of the municipality and paid accordingly. The company rents out the necessary technology, portable computers and speed cameras. Alternatively, the municipality could just lease the systems from the company and train and deploy its own personnel for traffic monitoring.

“I was already thinking about which camera would be suitable on the way from the hotel through its beautiful old town,” Sacher explained to the councilors in concrete terms and spoke of a small, inconspicuous model for mobile surveillance. The company uses a wide variety of types, some are suitable for multi-lane roads, others with front and rear cameras to catch motorcyclists who are too fast. Of course, all devices are approved by the Physikalisch-Technische-Bundesanstalt and are therefore legally secure, and legally unpredictable device types are deliberately not used.
In addition to mobile measurement, municipalities in Bavaria have even been allowed to operate stationary systems since May 1, the expert explained. At least two locations are required, which are alternately equipped with the measuring device. With mobile measurement, several locations per day are common, for example, first at the school, then at the supermarket and finally at the entrances to the town.
Community remains in control of the process
The company does not only take over the work on the street, it also creates the “nodules” in the back office on request. For this, a workstation with a PC must be made available to the employee in the town hall. There he transfers the data from the handheld PC or “develops” the digital film from the camera on the same day. A working day with measurement or parking monitoring and back office is usually eight hours long.
In the end, the mayor only has to sign the warnings. According to inquiries from the local council, the corresponding employee of the company also handles the processing of contradictions. Nevertheless, the municipality generally remains the master of the procedure, the data including digital films remain on site, they are generally read out by the devices on the same day and then deleted.
The question of costs remained open
The question in the local council remained open as to how many measurement days would make sense and what that would cost. Sacher cited 80 measuring days (more than one per week) as an example, some municipalities take more than 100 measuring days a year, others only 25 to 30. No problem is a trial run over several hours. He pointed out that the monitoring of accident focal points or danger spots and earning money often did not go together.
The municipal council has not yet made a decision to monitor traffic. The presentation of the company concept primarily served to inform the municipal council. According to Mayor Stefan Wohlfart, offers from other companies will be obtained, but similar presentations in the local council are not planned.
