How the door to the Jalisco Cartel was opened at CDMX

The San Felipe de Jesús neighborhood, in the Gustavo A. Madero mayor’s office, is a rough territory of houses built, many by its own inhabitants: two-story, smooth, with no hints of aesthetics on their facades. Some painted bright colors with unarranged walls, others were simply the color of blocks. A great tianguis walks it from start to finish.

It was there that the first event occurred that related to the presence of the Jalisco Nueva Generación Cartel in Mexico City, one day in December 2017, when the body of a drug dealer nicknamed “El Márquez” was found, and with it a message signed by that criminal group.

The cardboard read that the cartel was determined to take over the territories of local gangs. In the following weeks and months, a chain of murders with the same characteristics was registered in the city. Alleged dealers were killed in Tlalpan and Coyoacán.

Since then the steps of this group over the city have been advancing like a plague that begins from a corner and is eating all the branches.

The dates of what happened coincide with an important event: the release by a judge in October 2017 -in circumstances not yet clarified- of Luis Eusebio Duque Reyes, “El Duke”, a former capital police officer who was serving a 27-year sentence since 2005, but that surprisingly managed to leave earlier. Most of his sentence was spent in the East Prison in Mexico City, where little by little he escalated to become the prison leader. There he met José Pineda “El Avispon”, accountant for the Jalisco New Generation Cartel and a trusted man of Nemesio Oseguera “El Mencho”, as we cited in the book. Narco Cdmx, Grijalbo editorial, in co-authorship with my colleagues Antonio Nieto and David Fuentes.

Both were associated inside and when leaving, El Duke would have supported the entry of the Jalisco cartel in various areas of the city, including in alliance with Jorge Flores “El Tortas”, who had been prosecuted for kidnapping and held in 2015, but who also Surprisingly, he achieved freedom in 2017. He returned to his area, which was Garibaldi, and founded La Antiunión, with ties to the Jalisco cartel itself, although they later diluted.

This criminal group operates at a national level differently from the others, as authorities have documented. He frequently seeks to ally himself with local gangs in order to enter territories and thus advance. And Mexico City was no exception. Also, as documented, it made pacts with the Tláhuac Cartel.

Since 2017, the presence of this gang in the Mexican capital has been more notorious, even officials and judges have denounced being extorted by alleged members of the group.

Their presence has escalated to municipalities such as Cuauhtémoc, Tláhuac, Iztapalapa, Cuajimalpa and Venustiano Carranza, according to intelligence documents. A growth that cannot be understood without corruption and official collusion, as well as the denial and disregard of the problem, especially by the previous administration of Mexico City, led by Miguel Ángel Mancera, now a senator.

The attack that occurred this Friday on the head of the Ministry of Citizen Security, Omar García Harfuch, allegedly orchestrated by the Jalisco Nueva Generación Cartel, could be another sign of his interests in taking over the capital. A sign that should alarm and be taken seriously.

If the hypothesis that this gang is responsible for the terror and almost peliculous act that took place in Lomas de Chapultepec is fully confirmed, it is also confirmed that difficult days are ahead for Mexico City if the authorities do not respond in time and firmly and succeed , finally, dismantle this and the other criminal groups that have appropriated the Mexican capital for years.
