The plenary session of the House of Representatives was scheduled for today to discuss, in a second debate, the national government’s initiative to reform the health system. The session ended early and the discussion of this article will have to take place on October 9.

The three and a half hours of the plenary session were dedicated to the discussion of the draft legislative act that aims to regularize cannabis for adult use and to attending to an evacuation drill that was organized by the Bogotá Mayor’s Office.

It was the president of the Chamber, Andrés Calle, who asked to end the session and continue the discussion in the plenary session next Monday, October 9 at 1:00 in the afternoon. There, it is hoped, the discussion of health reform can take place. “Thanking everyone present, today’s session is adjourned and convened for Monday at 1:00 in the afternoon,” Calle pointed out.

‘hot’ atmosphere

The atmosphere for the discussion of this reform article, in any case, was rarefied. Well, the accidental commission, which was to study the articles, had several disagreements in the conciliation report that it brought to the plenary session. After the various discussions they held, the 23 legislators who made up this commission did not reach agreements on sensitive issues of this initiative.

One of the issues on which an agreement was not reached was the financing of the reform, since a common point was not reached on what the real and concrete costs will be in the medium and long term to implement this reform initiative.

They also did not agree on the transition time that is proposed to be two years by the promoters of the reform, but some congressmen consider that it is a short time to implement such profound changes to the health system.
