Halloween Crowd Safety Measures in Seoul’s Taste Street Using AI CCTV Technology

This weekend, ahead of Halloween Day (31st), about 40,000 people are expected to flock to the Taste Street in Gwangjin-gu, Seoul.

A joint crowd response training was conducted jointly with the Seoul Metropolitan Government and autonomous districts.

In today’s training, which was conducted under the assumption of an actual crowd of people, intelligent (AI) CCTV was used.

The purpose is to prevent a repeat of the October 29 disaster, which killed over 150 people, by utilizing cutting-edge science and technology.

AI CCTV automatically calculates the number of people per unit area and distinguishes between ‘caution’, ‘alert’, and ‘serious’ levels.

City and autonomous district disaster and safety situation rooms check the situation, and the integrated control center makes announcements.

“Multiple crowds have been detected. The Konkuk University Taste Street you are currently in is currently at the ‘caution’ level of population density. Please do not enter narrow alleys, pay attention to vehicle traffic, and take a detour out of the current area.”

In the case of the ‘serious’ level, it was conducted assuming a situation where about 150 people gathered.

In the ‘serious’ level, police and fire departments are deployed together, and surrounding subways pass through without stopping.

“By conducting training like today repeatedly, we will always check whether the manual is accurate and prepare preparedness plans so that we can prepare more safely for a disaster situation like this, which may just happen once in a while.”

The city predicts that this Halloween, crowds will be dispersed and flock to a total of 16 areas in Seoul, including Itaewon and Konkuk University Taste Street.

The plan is to prepare for safety accidents by using AI CCTV and emergency bells installed in areas expected to be densely populated.

In real situations, citizens can call the integrated control center by pressing the emergency bell installed on the CCTV pole.
