GP Group Selected to Construct Tunnel on Todor Kableshkov Blvd. in Sofia

After a procedure that lasted more than a year, Sofia Municipality finally said who will be the builder of one of the most important infrastructure sites in Sofia. GP Group, well-known to the residents of the capital, has been chosen to build the tunnel on Todor Kableshkov Blvd. from Louis Ayer St. in the city. “Manastirski Livadi” next to Cherni Vrah Blvd. at the “Hladilnika” mall. The route is part of the so-called Sofia’s third city ring, and it is heavily relied upon to reduce congestion in this part of the city, and also to ease car traffic in the center by moving it to the periphery.

The public contract for the construction of Todor Kableshkov Blvd. was announced in June 2022 and 7 companies and consortia applied for participation in it. The estimated price of the municipality for the construction of the section with a length of 1.41 km. was BGN 17 million without VAT. A year later, the town hall concluded a construction contract with “GP Group” for BGN 18.1 million excluding VAT. It is clear from the published documents that other participants in the tender (for example, the merger between “Geostroy” and “Putstroy – 92” and about “Trace Hold Group”) submitted lower offers, but “GP Group” was preferred because of more good technical performance of your offer.

According to the concluded contract, “GP Group” must build the missing section of Todor Kableshkov Blvd. in 287 days after the start of the activities. In case of non-compliance with the deadline due to the fault of the contractor, the company owes a penalty of 0.5 percent of the value of the contract without VAT, but not more than 20 percent of the total amount. In case of poor quality work, the fine is 5 percent of the amount of the construction.

With a promise to build the third ring nearly 20 years ago, the GERB leader Boyko Borisov won the mayoral elections in Sofia. In 2019, the acting mayor Yordanka Fandakova wrote in her last election program that by the end of 2021, “Todor Kableshkov” Blvd. will be completely ready and will reach the “Hladilnika”. A tram route had to be built along it, which would connect the tracks from “Bulgaria” Blvd. with those on “Cherni Vrah” Blvd., and also with the still unbuilt rail track on “Filip Kutev” Blvd. As a result of the construction of the third and second rings of Sofia (which is also not yet completely ready), car traffic in the center of Sofia should decrease by 40%, read one of Fandakova’s pre-election promises.

De facto, so far during the expiring fourth term of Fandakova, about 1 km has been built. from “Todor Kableshkov” Blvd. – from “Bulgaria” Blvd. to “Louis Ayer” St., as the promised tram line was not built along it. The development of the third ring from the “Filip Kutev” Blvd. is slightly better. Half of the section from Cherni Vrah Blvd. to Srebarna St. is already ready, and the route to G.M. Dimitrov Blvd. is currently being completed, with promises that it will be opened for movement. By the end of this month, work should begin on the construction of the southern lane of Filip Kutev Blvd.
