Future managers will introduce electronic identification within 6 months

Participants in the political discussion for the development of electronic management indicated that they will work to introduce personal electronic identification in the ID card, but also in the smartphone, said Asen Vassilev, who was the moderator of the discussion.

Personal electronic identification in the ID card up to 6 months

The deadline for entering this electronic identification is six months.

The representatives of the four parties – “We continue the Change”, BSP, “There is such a people” and “Democratic Bulgaria” also focused on the possibility of dropping the most frequently used certificates and replacing them with internal administrative services. The most important certificates can be electronic within six months, said Kalina Konstantinova.

“We continue to change” (PP) called for the removal of political investors in agriculture and illustrates the problems of the sector in one sentence: that nowhere is there data on subsidies in this sector, even the Minister of Finance. “This is complete madness,” said party co-chairman Kiril Petkov.

The four parties have called for increased control over food production.

During the negotiations in the Agriculture Working Group, the four parties came together on several topics. Among them are increasing control over food production, stimulating local producers, opportunities for land reform and the creation of a Guarantee Fund in agriculture.

Democratic Bulgaria added that Bulgaria is the country in the EU that receives the most subsidies for the smallest number of farmers.

“There is such a people” asked to create a middle class of producers. Priorities for the BSP are the creation of a guarantee fund of BGN 500 million, with which producers can apply for projects, protection of Bulgarian authentic foods, as well as construction of more irrigation facilities.

The main differences are related to the imposition of a subsidy ceiling and land consolidation.

The clinical pathways may gradually fall away, it became clear from the talks between the 4 parties that are negotiating the formation of a future regular government.

On Wednesday, debates were held on the topic “Healthcare“. The opinion of the negotiators coincided on at least three issues: the introduction of e-health, the provision of medical staff and the gradual replacement of clinical pathways with diagnostically related groups.

Gradual replacement of clinical pathways with diagnostically related groups.

The latter means that the treatment will be paid for by the health insurance fund according to the overall picture of the patient’s health, and not “piecemeal”, as is currently the case. In June 2022, there may be a “pilot” hospital in Bulgaria, in which treatment will be funded not by clinical pathways, but by diagnostically related groups.

According to Alexander Simidchiev of Democratic Bulgaria, the electronic patient file can be entered in 100 days.

The BSP and ITN agreed that hospitals should not be commercial companies.

The short-term strategy to deal with the pandemic has sparked controversy. The formations do not agree on whether there should be separate hospitals for patients with coronavirus.

Disputes over the construction of Belene NPP divided the formations that are negotiating to form a new government. BSP has become the party that most actively insists in the future coalition agreement to explicitly state that the plant will be built, writes “Diary”.

The debate on “Energy” lasted 5 hours and ended with the conclusion that the issue of Belene NPP will be resolved during the upcoming meeting of party leaders. Those issues on which the parties have not reached an agreement will be discussed there.

During the discussion on the topic “Energy”, the parties reached the consideration of at least 30 proposals, some of which also do not agree.

The formations made a general conclusion that Bulgaria will have new nuclear facilities, but differed in the specific steps by which to achieve this. According to Asen Vassilev from “We continue the change” (PP) Bulgaria “in no period will be left without nuclear power”. The parties did not agree on whether the future coalition agreement should specify whether it is about new facilities at Kozloduy NPP, Belene NPP or whether the text should remain at this stage without explicit clarifications.

BSP requested a new Road Traffic Act, as well as a change in the methodology for driver training during negotiations with “We continue the change” (PP), “There is such a people” (ITN) and “Democratic Bulgaria” (DB) by sector “Transport”. The party expert Krum Donchev also called for an audit of the existing road infrastructure, as well as the transfer of the Road Infrastructure Agency to the Ministry of Transport.

The ITN was asked to set up a single body to take care of road markings. They also demanded that the party seek legal changes to speed up the expropriation of properties, the design and construction of the Hemus highway.

The DB was asked for new standards in the maintenance of road infrastructure, as well as the introduction of electronic systems in traffic management and decision-making. At the same time, the representatives of the coalition demanded the completion of the large infrastructure sites and the connection of all key road arteries in the country.

From “Democratic Bulgaria” focused on five key things in relation to actions in the area of justice. These are an independent court, guaranteed by a reform of the Supreme Judicial Council, which will also allow the prosecution to become efficient, transparent and subject to control. They also asked the party for changes in the regulatory bodies, introduction of an individual constitutional complaint and others.

The ITN focused on measures in the field of justice that can be implemented by a simple majority. The party also focused on potential changes related to The Supreme Judicial Council (SJC). Instead of changing the constitution, they believe that the energy of the parties should be directed towards changes in the Judiciary Act. Iva Miteva he said he opposed the abolition of the party quota in the SJC altogether because it would encapsulate the system.

“I would be happy for the chief prosecutor, if we now form a coalition majority, to resign himself so that we do not deal with him. Let this problem go away on its own. I hope he is watching now, “said one of the leaders of” We continue to change. ” Kiril Petkov.

We continue the Change“BSP,” There is such a people “and” Democratic Bulgaria “reached an agreement on some energy issues during the discussions on a coalition agreement for a future government, BTA reported.

There is agreement on extending the scope of energy aid, audit of state energy companies, a plan to overcome energy poverty and completion of interconnector with Greece. A common priority is the diversification of gas supplies and the investigation of cartels.

Co-Chair of “Continuing Change” Kiril Petkov said during the discussion on “Economy” between the political formation and the BSP, “There is such a people” and “Democratic Bulgaria” that in terms of policies and vision for Bulgaria there is great unanimity on many of the topics and measures discussed.

Among the points of contact between the formations, Petkov pointed out the reduction of administrative burdens, overcoming the consequences of the pandemic crisis by accelerating vaccination in a democratic way, using the potential of industrial zones with the function of enterprises that can bring added value, linking science and business. with clear incentives for this purpose.
