Funding Opportunities for Education Projects for Sustainable Development in the Mediterranean

I- Recipients

This call for proposals is aimed at French associations and public interest groups (GIP) that have existed for one year (12 months) or more at the time of submission of the project.

II- Purpose

The programs prepared by the associations or GIP will be intended to implement education projects for sustainable development. This project must imperatively include a dimension of cooperation with the southern shore of the Mediterranean.

Education for sustainable development (ESD) corresponds to educational actions leading the different generations to an awareness of the fragility of our ecosystem and to a change in behavior favoring a multidisciplinary approach to environmental and social issues.

III- Positive selection criteria

The DIMED will take into account as a priority the quality of the project presented as well as the impact and the number of participants involved in this program. DIMED will also pay particular attention to projects aligned with the following criteria:

Association of regional actors (southern shore of the Mediterranean)

Particular attention will be paid to projects involving civil society organizations from countries on the southern shore of the Mediterranean.

Implementation of a regional approach

DIMED will be particularly sensitive to projects integrating a Mediterranean dimension. As such, organizations are encouraged to work in several countries around the Mediterranean by defending a regional approach.

Social inclusion and involvement of vulnerable populations

Projects involving in particular populations from priority urban policy districts, rural and peri-urban areas and populations from disadvantaged socio-professional categories are encouraged.

Gender Equality

Projects that will integrate a gender dimension and develop activities for the socio-economic inclusion of women are also encouraged.

IV- Ineligible actions

Expenses relating to:

  • The operation of the association, apart from the costs of managing the program;
  • The management of logistical means (containers, vehicles, transport of goods, etc.);
  • When sending materials or private collections.

In addition, building infrastructure or equipment cannot be financed. However, DIMED can pay for part of the small equipment needed to launch the program (computer purchase, software, basic equipment) if these operations constitute an additional element allowing the implementation of a structuring project, and within the limits of the general financing keys.

V- Duration

Each depositary structure must clearly indicate, before the description of its project, its duration of execution.

The duration of the project must be between 2 and 12 months, depending on the date on which it is submitted and the requirements of its action plan; or, upon acceptance of the latter by the selection committee.

VI- Application procedure

Candidate associations or GIPs can submit their application by email to the following address: secretariat.sg-dimed chez diplomatie.gouv.fr before September 04, 2023 midnight.

Each candidate can submit only one project.

Associations are invited to submit:

  • CERFA form no. 12156duly done ;
  • The statutes of the association concerned;
  • The composition of the board of directors of each association as well as the minutes of their last meeting;
  • The bank details of the association;
  • A grant application letter for the attention of Ambassador Karim Amellal, Interministerial Delegate for the Mediterranean.

VII- Selection procedure

DIMED and the sub-directorate for the environment and climate (DGM/DDD/CLEN) will select projects that meet the conditions and objectives of the call for projects.

The organization will be notified by e-mail of the awarding of a grant. The structures whose project will not be retained will also be alerted by e-mail.

The granted grant will then be paid in one go to the beneficiary organization.

VIII- Monitoring-evaluation

A final technical and financial report (CRTF) showing the use of the financing granted by the MEAE must be sent to DIMED 12 months after the payment.

It must include a detailed assessment of the project’s benefits.

IX- Communication

Each project must give rise to a communication involving DIMED and the sub-directorate for the environment and climate (DGM/DDD/CLEN). The MEAE must appear on the communication documents.

In the intermediate and final reports of the action, a report on this communication and on the mention of support from the MEAE must be provided.

The use of the logo is subject to the prior agreement of DIMED and the sub-directorate for the environment and climate (DGM/DDD/CLEN).
