The man was arrested in the Haut-Rhin, a department bordering Germany and Switzerland. He is said to have been recognized on the basis of a composite photo made on the basis of statements from a horse keeper from the middle of the country, on whom two perpetrators struck in August.

The suspect is alleged to have mutilated animals in Germany in the past and has previously been convicted of drug offenses in France. The prosecutor takes into account that he may not be responsible for all incidents.

Earlier on Monday, the police reported that two suspects managed to escape a major manhunt. A horse owner near Dijon saw the pair on his pasture on Saturday evening and raised the alarm. Dozens of officers and a police helicopter tried to track down the duo, but according to the police, the trail ended.
More than 20 horses have been brutally killed since the beginning of the year, mostly on pastures in the north of the country. Their bodies had been mutilated; in some animals an ear had been cut off, eyes had been gouged out, or genitals had been cut off. Meat had never been cut from the carcasses.

According to the police, similar horse cases cropped up in 2014 and 2016, but this year there are surprisingly many in a short time. It is unclear whether the mutilations were prompted by satanic rituals, insurance fraud, trophy hunting or an internet challenge.
