On March 14, the case of the former Peruvian ambassador to Israel, Fortunato Quesada Seminario, was heard in the Ninth Permanent Labor Chamber of the Superior Court of Justice of Lima. File number 05382-2019 was submitted for hearing. The attorney of the Ministry of Foreign Affairs and Quesada’s lawyer, Dr. Enrique Ghersi, participated.
After interventions by both parties, the case was left to the vote of the three judges who participated in said hearing.
As recalled, the case was won in the first instance by Quesada when the (vice) ministerial resolutions of former ambassadors Néstor Popolizio and Hugo De Zela were declared null and void, with which they dismissed the then ambassador Quesada. For this reason, Quesada demands his reinstatement of the position of ambassador. As you remember, this episode began on June 17, 2018, with a report in Panorama. The report was based mainly on edited and decontextualized audios that contained conversations between Quesada himself and two of his workers at the Peruvian residence in Tel Aviv: a cook and a domestic worker. Both accused the official of abuse of authority and workplace harassment. Then, the two of them disappeared from the map. Quesada denounced that he was the victim of a plot in the Foreign Ministry. He pointed out the culprits and, little by little, he has managed to prove that what he says is true. It has already been confirmed, according to the disciplinary process itself and several reports from media such as El Comercio, Cuarto Poder and CARETAS, that the compilation of these recordings was made by Pedro Rubín, and that he himself had incited the administrative and domestic employees of the embassy. to provide the audios. Likewise, he would have been in charge of editing and disseminating the audios through a journalistic program. Conversations and chats regarding this have also come to light. These elements are part of the file of the disciplinary process applied to Rubín. Chef Jesús Alvarado has also confirmed that everything was a plot organized in 2018 by the Foreign Ministry from Lima, where Popolizio, De Zela and Boza participated, in a recent interview for the program Habla el Pueblo, on August 8, 2023.
After the hearing of the Superior Court of Justice of Lima, the vote in the second instance is in the hands of the three responsible judges.
