Former Army Chief General’s Memoirs Withheld: Political Controversy Erupts

New Delhi ∙ The withholding of memoirs of former Army Chief General MM Naravane has led to controversy. In the book, it is said that during the 2020 Galvan conflict, the political leadership did not give proper orders and instructed the army to do whatever it wanted. It is also indicated that there was not enough discussion regarding Agnipath recruiting.

After Naravan revealed them in an interview to news agency PTI, the National Security Department asked the book to be examined. Publication was also banned until the investigation was over.

Although army personnel are generally not barred from publishing books after retirement, there are restrictions on writing on intelligence and security matters. When there are such revelations, it is customary to call the author unofficially and solve the problem.

But here, an official of the National Defense Department said that the government was cut off because something had been revealed in the interview with General Naravan. People close to Naravane say that no secrets have been revealed in Naravane’s book and it will be published soon after the inspection.

Before the book controversy

Books by army chiefs have not been controversial in this way, but books by officers of the rank immediately below have been. After his retirement in 2007, Major General VK Singh, who went on deputation from the army to the Intelligence Agency’s Research and Analysis Wing (not VK Singh, who later became Army Chief), revealed some of the irregularities in the intelligence system in a book that was controversial. The CBI registered a case against him under the Official Secrets Act.

In the late 1990s, Arjun Ray, who was a Major General (General Staff) in the 15th Corps in Kashmir, published a book on the Kashmir issue while he was in military service. Lt. When it came to a point that it would affect his promotion to the rank of general, the army headquarters intervened and cleared him. He later said that it was not the political leadership, but the bureaucratic world of the ministry that made the move against him.
