The $82 billion spent by Moscow since February 24 includes direct costs needed to support military aggression against Ukraine, but the figure does not include robust defense spending or losses in the economy.

Considering that Russia’s budget revenue in 2021 is $340 billion, the current amount of “military allowance” is about a quarter of the annual budget.

Continuing full-scale aggression on the Kremlin now requires more money, given Russia’s declining federal budget revenue from oil and gas exports, the loss of much of the EU gas market after the closure of Nord Stream and the sanctions on Russian oil, which will take effect in December.
