The electricity limits for 2023 were approved by the Sejm on October 7, 2022. The senators presented their amendments to the law that provides for the freezing of electricity prices in 2023, some of them have been adopted. What limits for electricity in 2023 adopted by the Sejm?

On 7 July 2022, the Sejm approved the following energy consumption limits for 2023. Electricity prices will be frozen at the 2022 level at the following values:

  • 2 MWh annually for the family,
  • 2.6 MWh for families with people with disabilities,
  • 3 MWh in the case of families with a Large Family Card and farmers.

When these consumption limits are exceeded, consumers will be charged for each subsequent amount of energy consumed according to the tariffs or price lists in force in 2023.

Electrical limits 2023 – what else in the act?

Under the law, households will receive a 10% discount if they limit their electricity consumption within a certain period of time. It covers the period from 1 October 2022 to 31 December 2023. If a family reduces their electricity consumption by at least 10% compared to the period from 1 October 2021 to 31 December 2022, they will receive a 10% discount.

Under the law, households where the main heating source is powered by electricity must receive an electric allowance, provided that this heating source has been notified to central register of the emissivity of buildings.

There is also an electrical allowance of PLN 1,000 or PLN 1,500 for those using electric heating, including heat pumps.

Moreover:

Co-financing for electric heating is not available for photovoltaics.

Additionally, energy companies will receive compensation and discounts for freezing electricity prices for 2023.

There were to be higher energy consumption limits for 2023, which the Sejm rejected

On 6 October 2022, the Senate presented amendments to the law on special solutions for the protection of electricity consumers in 2023 in relation to the situation of the electricity market.

The Seym, however, rejected most of them. It is about:

  • increase the electricity consumption limit to 6,000 kWh for households where the heating source is an electric heat pump
  • increase the limits for families with a consumption limit of 2000 kWh by 500 kWh for each child up to 26 years of school age. At the same time, the limit for holders of the Large Family Card of 2,600 kWh had to be canceled from the deed.
  • increasing the limits of families with a disabled person – from 2.6 to 3.6 MWh.
  • introducing a limit on the consumption of electricity that guarantees a fixed price of energy in 2023 at the level of – 20 MWh per year for micro-enterprises, as well as for small and medium-sized enterprises.
